About this opportunity

The Department of Veterans Affairs (VA), through its Strategic Acquisition Center (SAC), has issued a Special Notice announcing its intent to sole source a firm-fixed-price contract with options to Clinical Architecture, LLC. The contract will provide Symedical Core User Subscription services for the Knowledge Based Systems Terminology Team (KBST) within the VA's Veterans Health Administration (VHA), Digital Health Office (DHO), and Office of Health Informatics (OHI). The procurement will be executed under the authority of 41 USC 3204(a)(1) and implemented through Federal Acquisition Regulation (FAR) Subpart 6.302-1, which allows for procurement from a single source when no other supplies or services can satisfy agency requirements. The contract falls under NAICS code 541519 for Other Computer Related Services. The VA has classified this as a Special Notice to solicit potential alternative sources that might be capable of providing equivalent services.

Contractors interested in being considered for this opportunity must submit detailed and relevant documentation demonstrating their capability to provide the required services to William.Milline@va.gov or Cristine.Carmody@va.gov by March 7, 2025. The VA emphasizes that this notice is not a Request for Proposals, and respondents will bear all costs associated with their submission. The government retains sole discretion in determining whether to proceed with a competitive procurement based on the responses received. Eligible contractors should provide comprehensive documentation that allows the VA to conduct thorough market research and evaluate potential alternatives to the intended sole source vendor. While the notice indicates an intent to award to Clinical Architecture, LLC for Symedical Core User Subscription services, the VA remains open to considering alternative sources that can meet the specific requirements of the Knowledge Based Systems Terminology Team. Contractors should carefully review the notice's requirements and be prepared to provide substantive evidence of their capabilities.
