About this opportunity
The 19th Contracting Squadron at Little Rock Air Force Base, Arkansas has issued a Special Notice announcing their intent to sole-source a contract to Trane Inc. for designing and implementing a breathing air monitor alarm system. This procurement falls under the Department of the Air Force Air Mobility Command and is categorized under NAICS 238220 for Plumbing, Heating, and Air-Conditioning Contractors. The notice specifically states this is not a request for competitive offers and emphasizes that Trane Inc. is the original manufacturer and installer of the existing systems in the building. The government is citing FAR 6.302-1 as justification for the sole-source approach, indicating that only one responsible source is capable of satisfying the agency's requirements. The project involves Building 232 at the air base and requires specialized programming of control box systems.
The primary purpose of this Special Notice is to provide market research and allow other potential contractors to demonstrate their capabilities before the government proceeds with the sole-source award to Trane Inc. Any interested contractors must submit responses by August 26, 2025, at 2:00 PM CST to the designated Air Force personnel via email, with oral communications explicitly not acceptable. To be considered, respondents must provide clear and convincing evidence that competition would be advantageous to the government and demonstrate they can fulfill all characteristics outlined in the Performance Work Statement. The project requires installation of an ENMET ProAir 2200 monitoring system with comprehensive alarm panels, explosion-proof equipment for aircraft hangars, and compliance with electrical codes for hazardous locations. Eligible contractors must be capable of completing the entire scope within 30 days of equipment delivery and providing a 12-month warranty on all materials, workmanship, and labor.
