About this file

This Performance Work Statement (PWS) details the design, construction, and installation of a breathing air alarm system for Building 232 at Little Rock Air Force Base. The project requires the contractor to install an ENMET ProAir 2200 monitoring system on the existing breathing air supply line, with a comprehensive alarm panel featuring multiple sensors and indicators for carbon monoxide, oxygen content, dew point, temperature, and air pressure. The system will include explosion-proof strobe lights and horns in both North and South Hangars, with an on/off-silence switch located in the hallway between hangars.

Key installation requirements include mounting the alarm panel in the air compressor mechanical room, installing temperature and pressure sensors, and tying into the existing sample airline. The contractor must comply with all safety regulations, electrical codes (specifically Class I, Division 2 for the aircraft hangar), and complete the entire project within 30 days of equipment delivery. The project comes with a 12-month warranty on materials, workmanship, and labor, and requires the contractor to submit detailed drawings and schematics for COR approval prior to installation.

Recycle Center will determine if it can support equipment drop off at the center or if it will need to be taken to Tenenbaum Recycling Group in North Little Rock. If the equipment/material needs to be taken to Tenenbaum it is the contractor’s responsibility to transport to said location, have it weighed, and return the weigh ticket to the recycle center.

III. Contractor is responsible for the removal of any refrigerant prior to taking equipment to

Tenenbaum.

2.4. WELDING, CUTTING AND BRAZING OPERATIONS:

All welding, cutting, and brazing operations shall conform to the Standard for Fire Prevention in Cutting and Welding Process, NFPA 51B, and the Standard for Safeguarding Construction, Alteration, and Demolition Operations, NFPA 241. No welding, cutting, or brazing operations may begin until an Air Force Form 592, USAF Welding, Cutting and Brazing Permit, has been issued. An AF Form 592 will be issued by the Fire Department upon completion of an inspection to determine that the operation can be safely accomplished at the desired location. The responsible contractors shall notify the Fire Alarm Communication Center, at 987-3737 / 3228, at least one hour prior to the start of the operation. Normally an inspector will be available to issue a permit within 30 minutes from the time called. The person receiving the permit, operator performing the work or on scene supervisor shall sign in block 14 prior to beginning the work. The permit must be maintained on site for the duration of the operation. Upon completion of the work, an After Operation Inspection shall be complete to ensure that the area is in a fire safe condition. The person performing the After Operation Inspection shall sign in block 16. At the end of the day, all completed permits shall be returned to the fire department. Further information may be obtained through the Base Fire Prevention Office.

2.5. All work shall be accomplished in accordance with all regulations regarding the installation of commercial Breathing Air monitoring /alarm systems along with any environmental regulations on disposal.

2.6. If a crane is required for any of the installation of the equipment by Federal Law an airfield waiver must be accomplished and signed off by the FAA. This takes a minimum of 60 days to complete and will delay work till completed.
