About this opportunity

The U.S. Army Corps of Engineers, Rock Island District (MVR), has issued an Intent to Sole Source Special Notice for the procurement of 280 Lubell LL 1424 HP Underwater Acoustic Transducers for the Brandon Road Interbasin Project. This notice, posted on November 4, 2025, announces MVR's intention to enter into a firm-fixed-price contract exclusively with Lubell Labs, Inc. under simplified procedures for commercial items. The procurement is being conducted as a total small business set-aside under Federal Acquisition Regulation 13.501(a)(1)(ii), which permits sole source acquisitions when specific brand-name products meet unique technical requirements. The NAICS code for this procurement is 334310 (Audio and Video Equipment Manufacturing), with a small business size standard of 750 employees.

The transducers must meet highly specialized technical specifications for underwater acoustic applications, including a frequency range of 200 Hz to greater than 8000 Hz, omni-directional sound distribution, and loudness exceeding 170 dB across the specified frequency range. The equipment must feature military-grade bulkheaded connectors, anodized aluminum construction with corrosion-resistant coatings, and the capability to operate continuously at 75-80 Vrms with off-the-shelf amplifiers. While this notice is not a request for competitive quotes and no formal solicitation will be issued, any business firm believing it can meet the requirements may submit written notification to the Contracting Officer by the November 18, 2025 deadline. The sole source basis and brand-name specification reflect the unique technical demands of the Brandon Road project, which requires equipment meeting specific performance standards for underwater acoustic transduction in harsh environments.
