About this opportunity
The Department of the Air Force Pacific Air Forces has issued a Special Notice announcing its intent to sole source a procurement for a Boat Operations and Enhanced Vessel Operator Training Course. The notice pertains to a specific training program to be conducted at Kadena Air Base in Okinawa, Japan from April 14-19, 2025, targeting the 31st Rescue Squadron. The government plans to award the contract directly to the National Association of State Boating Law Administrators due to their unique course that is recognized by all 56 states and territories, FEMA, and the United States Coast Guard. This procurement is not a competitive proposal request, though the agency will consider all inquiries and capability statements submitted. The training is specifically designed to enhance maritime vessel operator capabilities through a comprehensive 24-hour, two-course program.
Contractors interested in this opportunity should note that the primary objective is to deliver a specialized maritime vessel operator training that covers boat tactics, risk management, vessel pursuit methods, and enhanced operator skills. The training must be conducted by nationally credentialed instructors certified to U.S. Coast Guard standards, using the 31 RQS unit boats and equipment. While the government intends to sole source the contract, all responsible sources may submit a capability statement, proposal, or quotation for consideration. Key requirements include teaching approach techniques, defensive tactics, intercept methods, and pursuit strategies during standard Japan business hours (0800-1700) Monday through Friday, excluding U.S. and Japanese holidays. Potential contractors must also be prepared to manage installation access requirements and demonstrate expertise in maritime training consistent with the specified Statement of Work.
