About this opportunity

U.S. Immigration and Customs Enforcement (ICE), Office of Acquisition Management, issued a notice of intent to sole-source modify IDIQ contract 70CDCR25D00000011 to Akima Infrastructure Protection, LLC for temporary detention infrastructure and support services at the Batavia Service Processing Center, with a one-day notice period closing August 28, 2026. This is not a request for proposals or quotes. ICE Enforcement & Removal Operations requires a temporary detention structure to house up to 100 detainees of all security levels on the existing service processing center's property. The structure and all systems, equipment, and services must conform to the Performance-Based National Detention Standards 2011 with 2016 revisions and safely accommodate a 100-detainee population at all required security levels. ICE's market research determined that only Akima Infrastructure Protection can meet the requirement within the required timeframe without unacceptable operational risk, invoking FAR 6.103-1 (single responsible source, no other satisfactory supplies or services available). The Government retains sole discretion to proceed with or without a competitive procurement based on responses to this notice. Information received will be evaluated only to determine whether future competition is warranted.
