About this opportunity

Immigration and Customs Enforcement has awarded a sole-source contract modification to Akima Infrastructure Protection, LLC for temporary detention infrastructure at the ICE Service Processing Center in Batavia, New York, with an award date of September 29, 2026.

The justification cites 41 U.S.C. 3304 and emphasizes that AIP is the only responsible source capable of meeting requirements without unacceptable cost duplication and operational risk. ICE requires a temporary detention structure to safely house up to 100 detainees of all security levels within the existing Batavia facility perimeter. The modification expands the existing comprehensive detention services IDIQ contract 70CDCR25D00000011 with performance periods of 10.5 months (Ordering Period 2), 12 months (Ordering Period 3), and 12 months (Ordering Period 4), utilizing hybrid firm fixed price and labor hour pricing. The contractor must provide all necessary systems, equipment, supplies, labor, self-sustaining utilities, medical and housing structures, turnkey turnkey detention facilities using double-bunk configurations, and medical equipment and supplies. All structures and services must conform to the Performance-Based National Detention Standards 2011 with 2016 revisions and American Correctional Association requirements. A notice of intent to sole source was posted on sam.gov on August 27, 2026, with no responses received by the August 28, 2026 deadline. AIP's existing presence at the location providing comprehensive detention services supports the sole-source rationale, as competitive procurement would create infrastructure duplication, manpower cost duplication, divided security responsibilities, and communication gaps.
