About this opportunity
The Department of the Air Force Pacific Air Forces (PACAF) has issued a Special Notice announcing an intent to sole source Arctic Medical Subject Matter Expert (SME) training services for Special Operations Command North (SOCNORTH). The notice indicates that only one contractor has been identified as capable of fulfilling the specialized medical training requirements for military medical personnel. The procurement focuses on providing comprehensive medical training services in extreme Arctic conditions, specifically targeting Independent Duty Corpsmen, Special Operations Tactical Medics, and other medical professionals. The training will encompass critical medical skills such as Tactical Combat Casualty Care, Austere Surgical Procedures, and Prolonged Field Care. The procurement is categorized under the NAICS code 611699 for miscellaneous schools and instruction and the PSC code U013 for combat education and training.
The primary objective of this Special Notice is to secure specialized medical training services for the Special Operations Forces Arctic Medic 2025 (SOFAM25) training program, scheduled for February 4-25, 2025, at Fort Wainwright, Alaska. The contractor will be required to provide two subject matter experts who can deliver both classroom and austere environment training, act as "white cell" evaluators during training scenarios, and operate effectively in extreme cold weather conditions. Contractors must be prepared to support training for 12-72 hours and provide necessary medical survival equipment, including camping, ski, and snowshoe gear. No security clearance is required, but contractors must be willing to sign a non-disclosure agreement (NDA). The notice invites potential contractors who can meet these specialized requirements to contact the agency, with responses due by December 13, 2024. Interested parties are encouraged to review the attached draft Performance Work Statement to fully understand the scope and specifics of the training services needed.
