About this opportunity
The Naval Air Systems Command (NAVAIR) under the Department of the Navy's Commander Fleet Readiness Centers Procurement Group has published a Special Notice announcing its intent to award a sole source contract to Lockheed Martin for Contractor Engineering Technical Services. The contract pertains to field services support for the E-2D Advanced Hawkeye aircraft and its associated AN/APY-9 Airborne Early Warning Radar System. The justification for sole sourcing is based on Lockheed Martin's position as the original equipment manufacturer and exclusive possessor of the specialized, proprietary knowledge required to support this advanced radar system. The contracting activity is located at Patuxent River, Maryland, and the notice was published on April 1, 2026, with a submission deadline of April 15, 2026.
The primary objective of this procurement is to provide two contractor field service personnel to deliver on-site engineering and technical support at two Fleet shore activities located in Norfolk, Virginia, and Point Mugu, California. Services include technical expertise, instruction, and training for Navy military and civilian personnel in the installation, operation, maintenance, and troubleshooting of the AN/APY-9 radar system and associated equipment. While the Navy intends to sole source this requirement to Lockheed Martin based on their unique technical qualifications as the system's designer and developer, the Special Notice invites all responsible sources to submit capability statements within fourteen calendar days of publication for consideration in determining whether to pursue a competitive procurement. Interested contractors must demonstrate their ability to provide advanced engineering support and reach-back technical assistance for complex and non-routine system issues to be considered viable alternatives to the planned sole source award.
