About this opportunity

The U.S. International Trade Commission intends to award a sole-source purchase order to American Chemical Society for one user subscription to CAS SciFinder, with a response deadline of September 1, 2026, under FAR 6.302-1 authority (only one responsible source). The performance period runs from October 1, 2026 through September 30, 2027. The USITC requires access to the CAS database to support tariff classification and trade investigation functions, including Title VII investigations, 332 investigations, technical assistance, and 484(f) memos. Market research identified competing platforms—EBSCOhost, ProQuest, Elsevier, and Dotmatics—as lacking the required chemical regulatory research depth or offering only limited R&D and lab collaboration capabilities. CAS provides a unified platform with curated chemical literature, supplier information, regulatory data, and proprietary tools for retro-synthesis planning and supplier comparison that competitors cannot match. This notice is informational; a Request for Quote will not be available. Any information received within five days of publication will be considered. Interested parties may contact Sumit Rana, Contracting Officer, at sumit.rana@usitc.gov; telephonic inquiries are strongly discouraged. The award will be posted to SAM.gov as it exceeds the Simplified Acquisition Threshold.
