About this file
This is a Justification and Approval for Single Source Award (USITC-050) submitted by the U.S. International Trade Commission's Office of Procurement on behalf of the Office of Analysis and Research Services. The requisition number is ITC-OARS-26-0093, and the award will be posted to SAM.gov as it exceeds $25,000.
The USITC requires access to the CAS (Chemical Abstracts Society) database to support its tariff classification and trade investigation functions. The database provides CAS numbers for chemical identification used in Title VII investigations, 332 investigations, technical assistance, and 484(f) memos. The Chemicals and Textiles Division and TATA have utilized this resource for years to reliably verify chemical information and ensure accurate reporting. CAS offers a unified platform with curated chemical literature, supplier information, and regulatory data, including proprietary tools for retro-synthesis planning and supplier comparison. The single source justification is based on CAS's unique qualifications and exclusive data that competitors cannot match. Market research identified EBSCOhost, ProQuest, and Elsevier as journal repositories lacking the required chemical regulatory research depth, and Dotmatics as providing only R&D inventory and lab collaboration solutions. The justification was certified by Wendy Willis (Requiring Officer) and Sumit Rana (Contracting Officer) on August 24, 2022, and posted to SAM.gov per FAR 13.501 requirements for consolidated justifications under the Simplified Acquisition Threshold.

Justification and Approval for: Single Source Brand Name
1. REQUISITION NUMBER: ITC-OARS-26-0093 ESTIMATED TOTAL VALUE:
2. Description of supplies or Services Required to Meet Agency:
The Harmonized Tariff System of the United States (HTSUS) uses CAS numbers to identify many chemicals. Staff recommend CAS numbers for Title VII investigations and analysts also apply them in 332 investigations, technical assistance, and 484(f) memos. This database helps the agency’s staff reliably verify chemical information and ensures accurate reporting. Both the Chemicals and Textiles Division and TATA have used it for years.
3. Justification for Limited Competition:
CAS is uniquely qualified, offering a unified platform with curated chemical literature, supplier information, and regulatory data. Its proprietary tools—including retro-synthesis planning and supplier comparison—are unmatched, and its regulatory compliance relies on exclusive CAS data.
Chemists use CAS and CAS SciFinder® for accurate compound identification, quick literature and patent searches, supplier and cost assessments and, centralized regulatory and safety data.
5. Requiring Officer's Certification:
I certify that the facts and representations in this justification, included herein, meet the Government's need and that the supporting data which forms the basis for this justification is complete and accurate.

4. Description of Market Research Conducted and Results:
Searching the internet, EBSCOhost, ProQuest, and Elsevier information services are listed as competitors. However, they are primarily journal repositories and don’t cover chemical regulatory research at the level and detail the ITC needs. Dotmatics is also listed as providing R&D solutions for inventory and lab collaboration, however CAS delivers the global chemistry content that the USITC needs.
