About this opportunity
This Special Notice announces the U.S. Air Force's intent to make a sole source acquisition of Bombardier Flight Deck applications for the E-11 aircraft fleet under Simplified Acquisition Procedures. The notice is published by the Department of the Air Force's Air Mobility Command.
The purpose of this sole source acquisition is to ensure continuity and pilot familiarity with the Bombardier Flight Deck 3 application, which is the only authorized and cleared software for use by the E-11 operation groups. The Bombardier application provides the necessary publications, takeoff/landing data, and weight and balance calculation capabilities required for E-11 operations. This acquisition is deemed mission essential, as the current temporary solution of borrowing electronic flight books is not sustainable. The closing date for this synopsis is July 1, 2024 at 12:00 PM CST, and the anticipated award date is unknown. This opportunity is not set-aside and is open to all qualified contractors.
Notice text
This purchase will be made under Simplified Acquisition Procedures as authorized by FAR 13.106-1(b)(1). The Bombardier Flight Deck 3 is the application that is currently being utilized in the remaining E-11 fleets both domestically and down range. Continuity is imperative for mission success to ensure pilot familiarity. Bombardier Flight deck has all the publications needed to fly the aircraft and calculate takeoff and landing data and weight and balance data. Bombardier is the only application with these capabilities that have proper authorization and clearance for E-11 operation groups to utilize. Currently, 18 ACCS at Robins AFB, GA is standing up a fleet with several aircraft and are borrowing two electronic flight books with Bombardier installed on it. This is not sustainable and therefore is mission essential.
