About this opportunity
The Air Combat Command (ACC) of the Department of the Air Force has published a Special Notice indicating its intent to award a sole source contract to Booz Allen Hamilton Inc. for the development of an Alternate Concealed Communications Capability. The contractor will develop a photonic integrated circuit (PIC) preliminary design that enables legacy radio and data link waveforms to be concealed within the noise floor while remaining resistant to jamming.
The purpose of this sole source acquisition is to leverage Booz Allen Hamilton's prior research and field experiments in PIC technology. ACC has allocated up to $2 million per year for innovative projects and has approved $150,000 in funding from this pool to further test and validate the Booz Allen Hamilton PIC capability. Due to the funding being tied to the existing Booz Allen Hamilton research, this requirement can only be fulfilled through a sole source award to the company. The Special Notice invites any other interested parties to identify themselves and provide evidence of their capability to fulfill the requirement, but a competitive procurement will be at the discretion of the government.
