About this opportunity
The Department of the Air Force Materiel Command Lifecycle Management Center has issued a Special Notice announcing its intent to award a sole source contract to Northrop Grumman Systems Corporation for the Stand-in Attack Weapon (SiAW) Active Seeker weapon system. The acquisition will be structured as an Indefinite Delivery, Indefinite Quantity (IDIQ) contract utilizing both Cost Reimbursement and Fixed Price contract types. The contract justification is based on FAR 6.302-1, with Northrop Grumman being identified as the only source capable of providing the required specialized support. The notice was posted on May 23, 2025, with a due date of October 7, 2025, and the anticipated contract award is scheduled for October 2025. The notice also updates the NAICS code to 334511 for Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing.
The primary purpose of this sole source procurement is to secure continued development and integration support for the SiAW Active Seeker system, including all associated components, test and evaluation support, science and technology development, and integration and assembly services. The initial contract period runs through December 31, 2026, with eight additional option ordering periods extending the potential performance timeline through December 31, 2034. Northrop Grumman is justified as the sole source because it is the Original Equipment Manufacturer (OEM) with exclusive access to weapon technical data and detailed system knowledge that would be costly and time-consuming for other vendors to replicate. Despite the sole source justification, the agency states that all responsible sources may submit capability statements, proposals, or quotations for consideration. The contract falls under the Guided Missiles product service category (PSC 1410) and represents a significant long-term commitment to the SiAW weapon system program.

Update #3 · Latest ·
The reason for this action is to update the NAICS code to 334511.
Program Office intends to solicit and award a sole source contract and/or separate contract(s) under the authority of FAR 6.302-1 to Northrop Grumman Systems Corporation, 7323 Aviation Blvd., Baltimore, MD 21240-2001. This acquisition will be an Indefinite Delivery, Indefinite Quantity (IDIQ) contract, using a combination of Cost Reimbursement and Fixed Price contract types. The Period of Performance is date of contract award to 31 Dec 2026 and will cover eight (8) additional option ordering periods (estimated: Award - 31 Dec 2034).
Northrop Grumman is the current developer for the Stand-in Attack Weapon (SiAW) weapon system and is the only known company that has detailed knowledge necessary to provide the required SiAW Active Seeker specific support. Northrop Grumman possesses the necessary access to the weapon technical data, as they are the Original Equipment Manufacturer (OEM). Selection of any other vendor would result in a substantial duplication of effort to develop similar technical data, comprising the development of SiAW as well as an unacceptable delay in fulfilling the agency’s requirements. Anticipated award of this contract is on or about October 2025.
The scope of this IDIQ contract will provide resources including, but not limited to, further development and integration of the SiAW Active Seeker an all associated components, Test and Evaluation Support, Science and Technology development, and Integration and Assembly. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.
