About this opportunity

The Department of the Air Force Air Combat Command, specifically the 48 RQS (Readiness Squadron), has issued a Special Notice for the procurement of two types of Automatic Cargo Parachute Releases with different weight ratings. The contract is for 7 units of a 2.5K lb rated cargo release and 8 units of a 5K lb rated cargo release, both with specific National Stock Numbers (NSN). These specialized devices are designed to automatically disconnect a parachute from a payload upon ground or water impact, preventing potential dragging in increased wind conditions. The notice is being processed through the 355 Contracting Squadron, with the intent to sole source the procurement to a single vendor in accordance with Technical Order TO 13C7-1-5.

The primary purpose of this Special Notice is to announce the government's intent to sole source the contract and provide an opportunity for potential objections from other vendors. Contractors interested in challenging the sole source determination are instructed to send an email to the designated Point of Contact (POC) before the due date of May 12, 2025. The procurement is set aside for small businesses and falls under the NAICS category 336413 (Other Aircraft Parts and Auxiliary Equipment Manufacturing) and PSC category 1670 (Parachutes; Aerial Pick Up, Delivery, Recovery Systems; And Cargo Tie Down Equipment). The technical specifications are strictly defined, with only two specific NSN numbers being approved, which limits potential vendor participation. Until the technical order changes, this will remain a single-source contract, with the contracting officer determining that only one source is reasonably available for these specialized cargo release systems.

Notice text

The 48 RQS is requesting the procurement of two types of Automatic Parachute Cargo Releases with different weight-ratings. Upon ground or water impact, the cargo release senses a reduction in tension and disconnects, separating the parachute from the payload which prevents the package from being pulled if winds increase.
