About this opportunity

The Hawaii Army National Guard (HIARNG), operating under the Department of the Army National Guard, has published a Special Notice announcing its intent to issue a sole source fixed price contract to Hawaii Telcom Inc. for enhanced data services during fiscal year 2026-2027. This notice was posted on February 11, 2026, with a deadline of February 25, 2026. The contract represents a Total Small Business set-aside and falls under the Wired Telecommunications Carriers industry classification (NAICS 517111). The procurement seeks to establish critical network infrastructure supporting military operations across Hawaii through a privately-owned MPLS backbone network.

The primary objective is to connect two primary Hawaii Army National Guard sites and thirteen armory locations across the Hawaiian islands to a vendor-managed MPLS backbone network, delivering integrated data and voice services with full-mesh connectivity and tiered bandwidth allocations. Primary locations will receive 1 gigabit bandwidth, while armory sites will receive bandwidth ranging from 100 megabits down to 10 megabits, all configured with specified Quality of Service priorities. The vendor must provide industry-certified technical support, continuous network monitoring and maintenance, comprehensive performance analysis, and achieve a 99.99% uptime service level guarantee with redundant backup systems compliant with Department of Defense security requirements. The performance period extends from March 1, 2026 through February 28, 2027, with vendor personnel required to complete site surveys during the solicitation period and comply with all DoD identity verification, background check, and communications security procedures. The contract encompasses vendor-furnished MPLS backbone equipment meeting all DoD security guidelines, five-year 24/7 premium support, and full deployment documentation, while the government provides facility space, power, and utilities.
