About this file

This is a Performance Work Statement (PWS) for the Hawaii Army National Guard (HIARNG) MPLS Enhanced Data Service for fiscal year 2026, with performance period from March 1, 2026 through February 28, 2027.

The vendor must connect two primary locations and thirteen armory sites across Hawaii to a vendor-owned MPLS backbone network providing data and voice services with full-mesh connectivity and specified bandwidth allocations. Primary sites require 1 gigabit bandwidth, while armory locations require either 100 megabit, 50 megabit, or 10 megabit bandwidth depending on location, all configured with tiered Quality of Service (QoS) priorities for real-time, interactive, and business priority traffic. The vendor must provide industry-certified technical support, network monitoring and maintenance, comprehensive performance analysis, and utilize data collection for network optimization. The core network service level guarantee must achieve 99.99% uptime with redundant backup systems, utilizing newer updated security components on a privately-owned MPLS backbone. The vendor must conduct site surveys across all locations during the solicitation period, provide onsite support as needed to resolve network problems, and submit installation status reports and health checks to HIARNG network personnel. Vendor-furnished equipment must include MPLS backbone hardware meeting all DoD security guidelines with five years of 24/7 premium support and full deployment and configuration documentation. The government will provide necessary facility space, power, equipment racks, and utilities. Services shall be performed Monday through Friday, 0800-1600 hours, except on federal holidays or during facility closures, with vendor personnel subject to installation security requirements, background checks, and compliance with all DoD identity verification and communications security procedures.

Performance shall be maintained at all our HIARNG armories. The vendor shall at all times maintain an adequate work force for the uninterrupted performance of all tasks defined within this PWS when the Government facility/installation is not closed for the above reasons. When hiring personnel, the vendor shall keep in mind that the stability and continuity of the work force are essential.

1.5.4.1 Unscheduled gate closures by the Security Guard may occur at any time causing all personnel entering or exiting a closed installation to experience a delay. This cannot be predicted or prevented. Vendors are not compensated for unexpected closures or delays. Vehicles operated by vendor personnel are subject to search pursuant to applicable regulations. Any moving violation of any applicable motor vehicle regulation may result in the termination of the vendor employee’s installation driving privileges.

1.5.4.2 The vendor’s employees shall become familiar with and obey the regulations of the installation; including fire, traffic, safety and security regulations while on the installation. Vendor employees should only enter restricted areas when required to do so and only upon prior approval. All vendor employees shall carry proper identification with them at all times, and shall be subject to such checks as may be deemed necessary. The vendor shall ensure compliance with all regulations and orders of the installation which may affect performance. The Government reserves the right to direct the removal of an employee for misconduct, security reasons, or any overt evidence of communicable disease. Removal of vendor employees for reasons stated above does not relieve the Vendor from responsibility for total performance of this contract.

1.5.5 Security Requirements. The vendor shall comply with all applicable installation/facility access and local security policies and procedures, which may be obtained from the COR. The vendor and all associated employees shall provide all information required for background checks to meet installation access requirements to be accomplished by installation Security Office.
