About this opportunity

The National Oceanic and Atmospheric Administration (NOAA) published a Special Notice announcing their intent to award a sole source contract modification to the Colorado Department of Public Safety (CDPS) for National Weather Radio transmitter maintenance services. This notice pertains to a two-month extension of maintenance services for twenty-eight weather radio sites throughout Colorado, critical to the National Weather Service's All-Hazard Radio network operations. The procurement falls under NAICS code 811210 with a $34 million business size standard and will utilize FAR Part 13 procedures for a firm-fixed-price modification. The contract involves maintenance of broadcast towers strategically located in remote areas across Colorado to maximize weather radio coverage throughout the state. NOAA's Western Acquisition Division intends to exercise an option to extend services using FAR 52.217-8 procedures.

The primary purpose of this Special Notice is to provide advance notification of the sole source award while allowing other qualified contractors to submit capability statements demonstrating their ability to provide similar services. Interested parties must submit their capability statements by July 14, 2025, at 2:00 PM PDT to the designated contracting officers Nicole Collins and Richard Barzaghi. All potential contractors must maintain current and active registration in the System for Award Management (SAM) to be eligible for consideration. The services encompass routine preventative maintenance, corrective maintenance, remote monitoring, site outage restoration, and miscellaneous services to ensure rapid response to equipment malfunctions. The government emphasizes that this notice is for informational purposes only and is not a request for competitive proposals, though capability statements will be considered before the intended award date.

Notice text

Title: NOAA National Weather Radio Maintenance- Colorado Sites

This notice is being published in accordance with Federal Acquisition Regulation (FAR) Subpart 5.101 requiring dissemination of information for proposed contract actions. This is a notice of intent to award a sole source modification to exercise an option, and is not a request for competitive quotes/proposals. The statutory authority for this sole source procurement is prescribed by FAR 13.501(a).

The US Department of Commerce (DOC), National Atmospheric and Oceanic Administration (NOAA), Western Acquisition Division (WAD), intends to award a Sole Source, Firm-Fixed-Price type modification for two (2) months by exercising FAR 52.217-8, Option to Extend Services (NOV 1999) to the Colorado Department of Public Safety (CDPS) using the procedures in FAR Part 13 for maintenance services critical to the operational needs of the National Weather Service’s (NWS) National Weather Radio (NWR) All-Hazard Radio.

The North American Industry Classification System (NAICS) code for this acquisition is 811210 with a business size standard of $34 million.

NOAA’s Weather Radio NWR All- Hazards network is one of the primary means that the NWS disseminates its weather forecasts and severe weather warnings. In Colorado, NWR broadcast towers are housed at strategic geographic locations to allow the NWS to maximize its network of NWR broadcast coverage throughout a large portion of the state of Colorado. The Broadcast towers are mostly located in remote areas and provide an advantage for both above mean sea level and telecommunication line of sight perspectives.

CDPS provides NWS’s Central Region with routine (preventative) and non-routine (corrective) maintenance services of NOAA Weather Radio Transmitter Systems for twenty-eight (28) sites within the state of Colorado. These services include on-site routine maintenance, routine remote monitoring, site outage and restoration,  as well as miscellaneous services as required, to ensure outages and repairs due to malfunctions are acted upon expeditiously.

The intent of this synopsis is for informational purposes only and is NOT a request for competitive proposals. However, responsible parties may submit a capability statement demonstrating the ability to provide the requested services, which shall be considered by the agency before the intended award date. Interested sources who submit information are responsible for appropriately marking information if it is proprietary in nature. The Government shall not reimburse interested sources for any information provided. No requests for capability briefings will be honored. A determination by the Government not to compete this proposed option modification based upon responses to this notice is solely within the discretion of the Government.

This synopsis is published for informational purposes only. The Government does not intend to pay for any information received in response to this announcement.

Interested vendors shall respond to this notice with their capability statement  no later than Monday, July 14, 2025 @ 2:00pm PDT.  Potential contractors responding to this notice must have a current and active registration in the System for Award Management (SAM).

All responses to this notice shall be sent to the attention of Nicole Collins, (nicole.collins@noaa.gov) and Richard Barzaghi (richard.barzaghi@noaa.gov).
