About this opportunity
The Department of the Army National Guard has published a Special Notice announcing its intent to award a sole-source contract to the 10th Mountain Ski Club for use of the Fort Kent Outdoor Center biathlon range and associated facilities. This Special Notice was posted on February 27, 2026, and invites interested parties to submit challenges to the proposed sole-source award. The Vermont Army National Guard requires an International Biathlon Union (IBU) Class B certified biathlon venue to host the National Guard Biathlon Eastern Invitational race scheduled for March 25-30, 2026. According to the justification documentation, Fort Kent Outdoor Center in Maine has been identified as the only facility meeting all specified technical and operational requirements. The contracting activity is under procurement code W912LN, and the contract will be issued as a firm fixed-price agreement funded through Army Operations and Maintenance (O&M) resources.
The primary objective of this procurement is to secure a qualified biathlon facility capable of hosting approximately 150 participants and associated personnel for the Eastern Invitational competition. Interested contractors must submit responses challenging the sole-source intent no later than March 13, 2026, at 11:00 a.m. Eastern Time to be considered. To be responsive, submissions must directly address all specified technical requirements, including an IBU Class B facility certification, snow grooming capability, 30 firing points, timing and warming buildings, elevation below 6,500 feet, location within 50 miles of military billets, proximity within 2 hours of a major airport, and Continental United States location. The facility must also demonstrate availability for the March 25-30, 2026 event dates. Eligible parties are those commercial entities or organizations that possess biathlon facilities meeting these comprehensive technical specifications and operational constraints.
