About this file

This is a Justification Review Document for Other than Full and Open Competition from the National Guard Bureau, dated September 23, 2025.

The National Guard Bureau seeks to procure use of a biathlon venue to host the National Guard Biathlon Eastern Invitational scheduled for March 25-30, 2026. The contracting activity is W912LN, with the requiring activity being National Guard Biathlon, J3, VTARNG. This is a new firm fixed-price contract funded under O&M, Army. The justification for sole-source procurement under FAR 6.302-1 (only one responsible source) is based on Fort Kent Outdoor Center being the only biathlon venue in Maine meeting all requirements. The facility must support 30 firing positions, a timing building, warming facility, comply with International Biathlon Union Class B standards, accommodate approximately 110 participants, be located below 6,500 feet elevation, be within 3 hours of a major airport, and have sufficient snow cover in March. Market research included internet searches and consultation with the United States Biathlon Association. Vermont's 30-point range is under construction, and the nearest alternative facilities are in Minnesota or Wyoming. The document indicates no efforts to obtain competition or actions to increase competition are planned. The Contracting Officer certified on January 12, 2026 that the anticipated cost is fair and reasonable. The requiring activity certified the information as accurate on February 26, 2026.

In order to hold the National Guard Biathlon Eastern Invitational this year, a biathlon venue in the state of Maine is required. Finally, at least 110 racers are expected to compete; this will require a a 30 point range, with the adequate distances for a biathlon race in accordance with the International Biathlon Union rules.
