About this opportunity

The Department of Energy's Office of Scientific and Technical Information (OSTI) has published a Special Notice announcing its intent to award a sole source contract to Deep Web Technologies, Inc. (DWT) under FAR 6.302-1(a)(2). This notice is specifically for the renewal of access to the Science.org proprietary application that is exclusively owned and hosted by AmplyFi Ltd's Deep Web Technologies, Inc. The contracting opportunity falls under NAICS code 541519 (Other Computer Related Services) with a size standard of $34 million. The DOE emphasizes that this is not a request for quote and no solicitation is currently available. The contract structure includes a base period with four option periods, with the base year running from November 1, 2025, through October 31, 2026.

The sole source justification is based on DWT being the only responsible source capable of providing the required licenses for OSTI's scientific information services. Any vendor believing they can meet the DOE's stated requirements must submit written responses by September 15, 2025, at 5:00 p.m. EST to Aaron.Fehl@science.doe.gov for consideration. The contracting officer has determined this to be a commercial item, establishing a five-day posting period as required under FAR regulations. All prospective offerors must be registered in the System for Award Management (SAM) prior to any potential award. The government reserves the right to proceed with the sole source award regardless of any responses received, as the final determination remains within the contracting officer's discretion.
