About this opportunity

The Federal Aviation Administration (FAA), Mike Monroney Aeronautical Center, issued this Special Notice regarding a procurement for an annual subscription to Marketscan, a linked claims and electronic health record (EHR) database. Originally posted on December 1, 2025, with a due date of December 8, 2025, the notice announced the FAA's intent to award a single-source contract to Merative US L.P., the sole owner and distributor of the Marketscan product. However, on December 22, 2025, the FAA cancelled the original sole-source procurement notice in response to industry feedback. This is a civilian procurement under the Department of Transportation and falls within the Software Publishers NAICS category (513210).

Following the cancellation of the single-source intent, the FAA has revised its procurement strategy and will post a market survey prior to January 7, 2026, requesting capability statements from interested contractors regarding this requirement. The market survey posting will provide a link and further details for interested parties to submit their capability statements. Rather than proceeding with a sole-source award to Merative, the FAA is now opening the opportunity to broader industry competition to identify alternative solutions or vendors capable of providing linked claims and EHR database access. Contractors interested in this procurement should monitor the FAA's contracting website for the upcoming market survey announcement, which will contain specific instructions, eligibility criteria, and submission requirements. For additional information, interested parties may contact Contract Specialist Andre Casiano at andre.casiano@faa.gov.
