About this opportunity
The Department of the Air Force's Space Acquisition and Integration Office (SAIO) has issued a Special Notice announcing its intent to award a single source purchase order to ICR, Inc. for the TORUK MAX (TMX) Counter Unmanned Aircraft System. The contract opportunity, posted on March 13, 2025, with a due date of March 18, 2025, is specifically related to supporting a critical operational exercise at the southern U.S. border. The notice indicates that government-owned systems are currently being utilized for real-world events tied to a declared emergency. SAIO will utilize Simplified Acquisition Procedures under FAR 13.106-1(b)(1)(i), which allows contracting officers to solicit from a single source when only one source is reasonably available.
The primary objective of this special notice is to rapidly acquire the TORUK MAX Counter Unmanned Aircraft System to meet urgent operational needs within a compressed timeline. ICR, Inc. has been identified as the sole provider capable of successfully supporting the required capabilities. The notice explicitly states that this is not a request for quotation and no solicitation or Request for Quotation (RFQ) will be forthcoming. The contract falls under the NAICS category 334511 for Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing, with a Product Service Code (PSC) of 6665 for Hazard-Detecting Instruments and Apparatus. The government retains full discretion in determining whether to compete this proposed contract, and the single-source approach is justified by the urgency and specific operational requirements of the exercise.
