About this opportunity
The Federal Aviation Administration has issued a Special Notice announcing its intent to award a single source contract to The Tri-M Group, LLC for upgrading the Building Automation System (BAS) to an EcoStruxure version at the William J. Hughes Technical Center for Advanced Aerospace in Atlantic City. This announcement is published by the Department of Transportation Federal Aviation Administration Technical Center and serves as formal notification to industry that the FAA will not conduct a competitive procurement process. The work falls under the NAICS category for Electrical Contractors and Other Wiring Installation Contractors and involves maintenance, repair, and rebuilding of electrical and electronic equipment components. The contracting officer for this procurement is Jeffrey Young, who can be reached at Jeffrey.Young@faa.gov.
The primary purpose of this Special Notice is to justify the FAA's decision to use single source contracting rather than competitive bidding for this building automation system upgrade. The Tri-M Group, LLC, located in Kennett Square, Pennsylvania, has been identified as the only contractor holding the required Schneider Electric EcoXpert Building Automation Master Certification authorized to service the Atlantic City area where the technical center is located. This specific certification is a mandatory requirement for the work, making The Tri-M Group the sole eligible contractor. The FAA explicitly states that it is not seeking or accepting unsolicited proposals and will not be liable for any costs incurred by companies preparing responses to this announcement. No competitive solicitation will be made available for this procurement due to the unique certification requirements that limit the field to a single qualified vendor.
Notice text
In accordance with paragraph 3.2.2.4 of the Federal Aviation Administration (FAA) Acquisition Management System (AMS), this announcement serves to inform industry of the FAA’s intent to engage in a single source contract process. The FAA intends to award a contract to The Tri-M Group, LLC, based in Kennett Square, Pennsylvania, to upgrade the Building Automation System (BAS) to an Ecostruxure version at the William J. Hughes Technical Center for Advanced Aerospace (WJHTC).
The Tri-M Group, LLC has been identified as the only Schneider Electric EcoXpert Building Automation Master Certification holder authorized to service the Atlantic City area, where the WJHTC campus is located. This certification is a requirement for this effort. Consequently, the FAA has determined that awarding a single source contract to The Tri-M Group, LLC is in its best interest.
POC: Contracting Officer, Jeffrey.Young@faa.gov.
Accordingly, a competitive solicitation is not available for this procurement. The FAA is not seeking or accepting unsolicited proposals. The FAA is not liable for any costs associated with the preparing of a response to this announcement.
