The Special Notice aims to intensify and expand key interventions under the contract to allow USAID to mitigate negative effects from Ghana's current macroeconomic crisis. Interested parties must submit letters by January 7, 2023 demonstrating their ability to provide equivalent expert technical assistance services to increase access to finance in Ghana's agricultural sector, including performance-based grants to financial institutions and strategic partners to stimulate loans and investment for micro, small, and medium enterprises. The statutory authority permitting this sole-source modification without full and open competition is based on an exception to prevent impairment of foreign aid, relief, and rehabilitation programs.
