9. Description:
The United States Agency for International Development in Ghana (USAID/Ghana) intends to modify
Palladium International Contract #72064120C00003 for the purpose of increasing the Total Estimated
Cost (TEC) by up to $6,000,000.00 from the current TEC of $18,998,292.20 to $24,998,292.20 and extend the current period of performance and completion date specified in the contract (October 27, 2020 - October 26, 2024) by 12 months to October 26, 2025.
The statutory authority permitting this contract modification without providing full and open competition is AIDAR 706.302-70(b)(5), based on the authority provided by 40 U.S.C. 113(e)(2)), provides an exception to full and open competition when it would impair or otherwise have an adverse effect on programs conducted for the purposes of foreign aid, relief, and rehabilitation.
The prime contractor, Palladium International, will continue to provide expert technical assistance services to increase access to finance in the agricultural sector in Ghana, including the provision of performance-based grants to financial institutions (FIs) and strategic partners to stimulate loans and investment to micro, small, and medium enterprises (MSMEs) in Ghana’s agriculture sector. In particular, this cost extension will intensify and expand key interventions which will allow USAID to mitigate the negative effects resulting from the current macroeconomic crisis in Ghana.
This Notice does not constitute an award commitment on the part of the Government, nor does it commit the Government to pay for costs incurred in the preparation and responding to the notice.
Organizations/Interested parties who want to challenge the sole-source must submit an interest letter that demonstrates their organization’s ability to provide an equivalent service and rationale as to why they should be considered, as described above. All interested parties must respond by 17:00 Hours

USAID will not provide any reimbursement for any costs associated with providing the capability information. This notice of intent is not a request for competitive proposals. A determination by the U.S.
Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the U.S Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
