Update #2 · Latest ·
This Justification and Approval for Other Than Full and Open Competition has been reviewed and approved in accordance with established TSA procedures and is hereby published in accordance with Federal Acquisition Regulation (FAR) 6.305. Any and all redactions in this published document (that is, language marked out or deleted) have been identified and confirmed by the Government as contractor proprietary information which the Government must protect from unauthorized disclosure. As the Government's intent to acquire using other than full and open competition was previously published on the Government-wide Point of Entry (FedBizOpps) and all public comments considered at that time, the Government does not intend to respond further concerning this publication.
Update #1 ·
The Transportation Security Administration (TSA) intends to issue a contract modification to two (2) Indefinite Delivery, Indefinite Quantity (IDIQ) contract awardees for Advanced Technology X-Ray (AT-2) systems using other than full and open competition. Both firms listed below were awarded competitive IDIQ contracts under solicitation HSTS04-08-R-CT2042 with a five (5) year ordering period for the production, deployment and support of AT-2 systems. TSA intends to award a four and a half (4 ½) month ordering period extension to both IDIQ contract holders to ensure a continuation of warranty services, engineering services, and to prevent a gap in personnel vetting until new contracts are awarded; as anticipated under FBO special notice TSA25-04-02350. This extension will also allow for TSA to quickly order additional units and warranty services to meet program needs.
• Rapiscan Systems, Inc., 2805 Columbia Street, Torrance CA, 90250
• Smiths Detection, Inc., 2202 Lakeside Blvd., Edgewood, MD 21040-1102
These modifications will address the requirements of TSA's Office of Acquisition Program Management (OAPM) Passenger Screening Program (PSP) in support of checkpoint screening operations.
The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
Interested vendors who may wish to seek subcontracting opportunities should contact the above named company directly.
