About this opportunity
The Air Force Research Laboratory (AFRL) Enterprise Strategies and Initiatives Contracting Division announced a notice of intent to award a sole-source purchase order to Redbird Flight Simulations Inc. for five TD2 flight simulators at the U.S. Air Force School of Aerospace Medicine (USAFSAM), Wright-Patterson Air Force Base, Ohio, with responses due by August 17, 2026 at 5:00 p.m. Eastern Time.
AFRL justifies the sole-source award under RFO 12.102(a), citing that Redbird is the only vendor capable of providing simulators aligned with current training initiatives and existing curriculum. USAFSAM previously acquired one Redbird TD2 simulator in early fiscal 2026 and standardized curriculum development on that platform; this follow-on procurement ensures continuity and equipment standardization across all cadre and students. Unauthorized service providers would void manufacturer warranties and create asset damage risk.
Each simulator must meet FAA approval standards for basic aviator training and maintain instrument currency per FAR 61.57(c)(1). Required features include a G1000 cockpit instrumentation panel, aviation-style seat, instructor workstation connectivity, minimum three viewing monitors, rudder pedals, and support for Cessna 172/172RG and 182/182RG aircraft. Maximum dimensions are 60" W × 66" H × 65" D. The contract includes on-site assembly, installation, initial calibration, one year of telephone and internet support, software updates via USB or CD for one year post-installation, and a one-year manufacturer warranty.
All responsible sources or authorized distributors may submit capability statements, quotations, or exceptions to the sole-source determination via email to Christopher Olp-Weakland (christopher.olp-weakland@us.af.mil) with subject line "Notice of Intent to Award SS - TD2 Flight Simulators." The Government reserves discretion to determine whether to conduct competitive procurement. NAICS code is 333310; PSC code is 6930.
