The contract, classified under NAICS code 519210 with a $21M size standard, is for a Firm-Fixed-Price order to be issued around December 21, 2024, with a performance period from January 1, 2025 to December 31, 2025. The procurement is for digital library access to electronic journals, conference proceedings, and standards in fields including statistics, applied mathematics, physical sciences, logic, and education. The subscription will be accessible to AFIT via IP recognition and hosted by Oxford University Press. Contractors interested in this opportunity must submit a capability statement, proposal, or quotation within 7 days of the notice's issuance, with responses limited to 10 pages in Microsoft Word format. Submissions must be unclassified and sent via email to Ja'Quan M. Dangerfield by December 21, 2024 at 12:00 PM EST. Respondents are required to provide comprehensive information including points of contact, business size status (large U.S. business, small U.S. business, or foreign business), socioeconomic designations, CAGE Code or DUNS Number, and a detailed explanation of how their product meets the specified requirements. The government retains full discretion to determine whether to compete the requirement as a full and open procurement or a small business set-aside based on the responses received. If the procurement becomes a Small Business Set-Aside, FAR 52.219-14 regarding limitations on subcontracting will apply, and small businesses must demonstrate compliance with these regulations.
