About this opportunity
This Special Notice is an Intent to Award Sole Source (IASS) for Eaton UPS maintenance services issued by the Department of the Air Force Materiel Command Research Laboratory, also known as the Air Force Research Laboratory (AFRL). The notice announces the Air Force's intention to award a firm-fixed-price order to Eaton Corporation for equipment maintenance and support services covering a 12-month period beginning May 1, 2026. The procurement is classified under PSC 7E20 (IT and Telecom) and NAICS code 334111 (Electronic Computer Manufacturing). The Air Force has determined that Eaton is the sole source provider capable of delivering the required maintenance support for its critical uninterruptible power supply infrastructure. This special notice provides an opportunity for other interested parties to submit responses demonstrating their capability to provide equivalent services before the anticipated award date of April 28, 2026.
The primary objective of this procurement is to secure one year of maintenance support for two Eaton 9390 UPS systems (80kVA units) at the AFRL Materials and Manufacturing Directorate, ensuring continued operational readiness of critical power infrastructure. Interested contractors must submit responses by March 20, 2026, at 9:00 AM EST to Stephen Wenclewicz, with responses limited to 10 pages and containing company contact information, business size classification, CAGE Code or DUNS Number, and a demonstration of product capability. Responses must be unclassified and submitted in Microsoft Word format. The required maintenance services include two flexible service plans with parts and labor, six battery preventative maintenance packages, ten UPS preventive maintenance services, design engineering labor, and project management support. While the Air Force intends to award solely to Eaton based on its proprietary system expertise and lack of certified alternative providers, the Government reserves the right to conduct a full and open competitive procurement or issue a small business set-aside based on responses received, in which case FAR 52.219-14 subcontracting limitations would apply.
