About this opportunity

The Department of the Air Force United States Air Forces in Europe - Air Forces Africa has published a Special Notice announcing their intent to award a sole source contract for fiber mapping services at Moron Air Base in Spain. The 496 ABS Communications flight requires reliable and unclassified mapping of the base's fiber optic infrastructure to support Command, Control, Computer, Communications and Intelligence (C4I) operations for U.S. Air Force, Joint and Coalition forces worldwide. The contract is valued at approximately $210,651.14 and will be awarded exclusively to Telefonica. The notice was posted on August 13, 2025, with a response deadline of August 22, 2025. The procurement falls under NAICS code 541370 for Surveying and Mapping Services.

The primary objective is to survey and map all accessible fiber optic cabling at Moron Air Base due to infrastructure changes and incomplete records that have diminished the accuracy of current documentation. The project aims to provide deliverables that will enhance the unit's capability to manage and expand network architecture supporting operational communications, network services, and secure systems. This is a sole source procurement with no set-aside designation, meaning only Telefonica is eligible to participate as the contractor. The sole source justification is based on Telefonica's status as the only company with existing telecommunications infrastructure on the base, stemming from its historical role as Spain's National Telephone Company. Market research conducted with the Naval Supply System Command confirmed no viable alternative providers exist, as other vendors would need to build entirely new networks or rely on antenna/satellite services. The Contracting Officer has determined under FAR 13.106-1(b)(1) that only a single source is reasonably available for this requirement.

Notice text

The 496 ABS Communications flight has a requirement for a reliable and unclassified mapping of Morón Air Base fiber lines to forces in support of Command, Control, Computer, Communications and Intelligence (C4I) for real-world operations and exercises to United States Air Force, Joint and Coalition operating forces worldwide.

The existing network includes inter and intra building fiber routes that support operational communications, network services, and secure systems. Infrastructure changes and incomplete records have diminished the accuracy of current documentation. The project will survey and map all accessible fiber optic cabling and provide deliverables that enhance the unit’s capability to manage and expand the network architecture.

Due to the existing infrastructure in place a sole source award will be executed to provide complete compatibility to the Government. Please refer to the attached Sole Source Justification letter for further specifics.
