About this file
This Single Source Justification document details a telecommunications contract for Moron Air Base in Spain. The requirement is to provide an inventory of fiber and copper lines, with CVC drawings to be uploaded in CIPs, with an estimated contract value of $210,651.14. The contract will be sole-sourced to Telefonica, the only company with existing telecommunications infrastructure on the base, stemming from its historical status as the Spanish National Telephone Company. Market research conducted with the Naval Supply System Command confirmed no viable alternative providers, as other potential vendors would need to build an entirely new network or rely on antenna/satellite services. The Contracting Officer has determined, in accordance with FAR 13.106-1(b)(1), that only a single source is reasonably available, with the contract signed by Terrel E. Cloud on 13-Aug-2025.

Section A: General Contract Information
Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No
Contracting Activity:
Project/Program Name: Fiber line Mapping, Site Surveys
Purchase Request / Local ID Number:
Estimated Contract Cost (including Options): $210,651.14
Section B: Description of the Supplies/Services Required
The requirement is to provide an inventory for all US fiber and copper lines at Moron AB, Spain. CVC drawings will also be provided from Telefonica to be able to upload in CIPs
Section C: Justification for Soliciting from a Single Source or Brand Name
Fixed-line telecommunications services must remain sole-source with Telefonica, as they are the only company with the necessary infrastructure on base. Telefonica owns approximately 100 percent of the underground conduit system. This situation results from Telefonica, previously the Spanish National Telephone Company, or Compania Telefonica Nacional de España (CTNE), was a government-owned monopoly that had provided the infrastructure to Moron Air Base. In 1989 the European Union required member countries to privatize their state-owned telecommunications monopolies with Telefonica retaining ownership and control over infrastructure and intercity connectivity. Telefonica is not obliged to allow third party service providers to utilize their rightfully owned infrastructure and has communicated to the Government that they will not allow third-party providers access to it. However, even if a different company was given permission to utilize existing Telefonica assets, it would still not be in the Government's best interest to compete the requirement. Any upgrade or maintenance service to any telecommunications system would impact Telefonica-owned infrastructure. Therefore, for the other company to provide required services, they would first need Telefonica's permission, and Telefonica would have to have a team on site to ensure Telefonica assets are not damaged. Telefonica would likely have to recover such costs by charging the Government or the other contractor for this oversight effort.
Section D: Efforts to Obtain Competition
Market Research was conducted by reaching out to the Naval Supply System Command (NAVSUP) Office at Naval Air Station Rota to determine if there were any other companies with the capability to handle this requirement. The NAVSUP Office at Rota provided the Justification and Approval that their office used to justify awarding a sole source requirement to Telefonica as well as providing their market research. The Contracting Office also reached out to other Internet providers in the local area and it was determined that Movistar is in fact a Commercial arm of Telefonica while other offerers would have to build an entire new network of infrastructure or resort to using antenna and satellite-based Internet service instead of utilizing the preexisting Telefonica network. Also the Contracting Office reached out to Telefonica to verify that no other companies could use Telefonica's existing network without approval of Telefonica which was confirmed.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
The Government will continue to pursue competition opportunities as they are presented. These opportunities will be available as new telecommunications infrastructure is needed that does not need to be connected to the current system.
