About this opportunity
The Indian Health Service (IHS) has issued a Special Notice announcing its intent to award a sole source, firm fixed-price, area-wide Indefinite Delivery/Indefinite Quantity (ID/IQ) contract to Beckman Coulter, Inc. for automated urine chemistry and urine microscopic instrumentation, along with associated reagents, controls, consumables, and service support. This notice was posted on February 4, 2026, with a response deadline of February 19, 2026, and an anticipated award date of March 15, 2025. The contract will serve the Great Plains Area Indian Health Service hospitals and clinics across all their facilities. Beckman Coulter, Inc. is identified as a large business with SAM UEI: PU6HHX2R11C7. The IHS is pursuing a sole source justification under FAR 6.302-1, citing that Beckman Coulter is the only responsible source capable of meeting the agency's requirements.
The primary objective of this ID/IQ contract is to establish a comprehensive five-year (60-month) supply and service agreement for automated urine chemistry and microscopic instrumentation to support all Great Plains Area IHS medical facilities. The IHS justifies the sole source award based on market research and the fact that Beckman Coulter is the sole manufacturer of these specific instruments and the only authorized service provider for their equipment in the United States. A previous sources sought notice did not result in any responsible competing bids. The estimated total contract value exceeds the simplified acquisition threshold, and the contract will be firm fixed-price with an indefinite quantity ordering structure. This notice does not represent a competitive contracting opportunity, as the IHS has already determined that only Beckman Coulter can satisfy its specialized medical equipment and support requirements.
