About this opportunity
The Department of the Air Force is issuing a sole-source intent to award a contract for high-pressure pump and associated parts for a rubber removal truck, with a response deadline of August 23, 2026. The 435th Construction and Training Squadron operates MAN SH8000 Stripe Hog rubber removal trucks at eight to ten Air Force bases in Europe; the high-pressure pump, blower, and sprocket on one truck have failed and must be replaced to resume full-capacity runway rubber removal operations. The Air Force determined sole-source procurement is necessary because the three required parts are protected under U.S. Patents 6,126,524 and 7,798,158 B2 and can only be supplied by Jetstream/Federal Signal and Hog Technologies/STRIPE Hog; the vehicle operates at 2,700 bar water pressure, and using non-approved third-party components would void the manufacturer's warranty and create safety risks. The estimated contract value is $60,000.00. Market research confirmed no cost benefit exists in pursuing alternative sources, and the contracting office has committed to monitoring the market for potential authorized alternative sources. Operational necessity is emphasized: rubber buildup on runways poses aircraft safety hazards. The Contracting Officer approved the single-source determination on August 10, 2026, under FAR 13.106-1(b)(1). Future competition is not anticipated.
