About this file
This is a Single Source Justification document for a simplified acquisition submitted by the 700th Contracting Squadron for the purchase of replacement parts for a rubber removal truck used by the 435th Construction and Training Squadron at Air Force bases throughout Europe.
The contract action seeks to procure three specific parts for a MAN SH8000 Stripe Hog rubber removal truck: one high pressure pump (Item No. 32384), one six-inch Tuthill blower (Item No. 30720), and one sprocket (Item No. 60711). The estimated contract cost is $60,000.00, with Purchase Request/Local ID Number F3N0426147A001. The justification for single-source procurement centers on proprietary technology and patent protection; the parts are protected under U.S. Patents 6,126,524 and 7,798,158 B2 and can only be supplied by Jetstream/Federal Signal and Hog Technologies/STRIPE Hog with the required quality and compatibility. The vehicles operate at 2,700 bar water pressure, and using non-approved third-party components would void the manufacturer's warranty and create safety risks. Operational necessity is emphasized, as rubber buildup on runways poses aircraft safety hazards if the trucks remain non-functional. The contracting office conducted market research and contacted multiple vendors, ultimately determining that no cost benefit exists by pursuing alternative sources. The Contracting Officer, DRAKE R. MCCOY, SrA, approved the single-source determination on August 10, 2026, in accordance with FAR 13.106-1(b)(1). Future competition is not anticipated, though the contracting office committed to monitoring the market for potential authorized alternative sources.

Section A: General Contract Information
Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No
Contracting Activity: 700th Contracting Squadron
Project/Program Name: Parts for Stripe Hog Truck
Purchase Request / Local ID Number: F3N0426147A001
Estimated Contract Cost (including Options): $60,000.00
Section B: Description of the Supplies/Services Required
The 435th Construction and Training Squadron performs runway marking and rubber removal at eight to ten Air Force bases in Europe. The high pressure pump, blower and sprocket of one of our rubber removal trucks broke down and need to be replaced to resume our rubber removal missions at full capacity.
The affected vehicle is the rubber removal truck, Make: MAN SH8000 Stripe Hog
Required Parts:
1 EACH - High Pressure Pump, Power, End, 4200, Gen 2, RH, Y. Item No. 32384
1 EACH - Blower, 6", Tuthill. Item No. 30720
1 EACH - Sprocket, 14MX-36S-37, 2517. Item No. 60711
Section C: Justification for Soliciting from a Single Source or Brand Name
The product is proprietary to Jetstream / Federal Signal and protected by US patent
6,126,524 and Hog technologies / Federal Signal US patent 7,798,158 B2.
The vehicles from Hog Technologies are specialized vehicles and are only manufactured by the company STRIPE Hog. They contain vehicle-specific parts that can only be supplied with the required quality by this manufacturer. Other competitors cannot provide or manufacture these parts because they are not compatible or of sufficient quality to work effectively with the existing technology of our vehicles.
The vehicles operate at a water pressure of 2700 bar. It is essential to ensure that the parts meet these requirements to prevent injuries or damage to both personnel and machinery, which could lead to downtime and high maintenance costs.
If the Rubber Removal Trucks fail to function, rubber buildup on the runways at "Theater Wide" Air Bases could compromise tire grip for aircraft in the touchdown zone, posing a safety hazard for the aircraft and its crew. Purchasing these original spare parts ensures that the vehicles remain operational during their deployment across Europe, avoiding delays that could impact flight operations and the missions of various bases.
The vehicle requires the use of proprietary parts approved by the manufacturer, as using non-approved or third-party components would void the warranty and may result in incompatibility or damage; the vehicle costs approximately $997,094.69 (GSA price), and the delivery time is currently unknown and may take

Section D: Efforts to Obtain Competition
We conducted market research and contacted several vendors. The vendors we contacted then reached out to company Stripe Hog who in return contacted us and sent us a sole source justification, explaining why we should only purchase the required parts through them. There is no cost benefit to be achieved by going outside of Jetstream / Hog Technologies.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
700 CONS will keep researching for when other brands become authorized to provide the products and services to fulfill the future requirements. We are consistently exploring new sources and will continue searching for additional companies on GSA. In addition, 700 CONS will continue its ongoing market research to monitor the market situation for potential sources for future procurements.
