About this opportunity

The Great Plains Area Indian Health Service (GPAIHS), a division of the Department of Health and Human Services, has published a Special Notice announcing its intent to award a sole source Blanket Purchase Order Agreement (BPA) to Ortho Clinical Diagnostics Inc for blood bank analyzer equipment and related supplies. This notice, posted on February 4, 2026, with a comment deadline of February 19, 2026, represents a firm fixed-price contract requiring FAR justification under sole source provisions. The contract will support all hospitals and clinics throughout the Great Plains Area IHS region with Ortho Vision Swift Automated Blood Bank Analyzer and Ortho Workstation IDS-MATS Gel Card equipment. Ortho Clinical Diagnostics Inc is identified as the sole manufacturer and authorized service provider for this equipment in the United States, excluding territories. The GPAIHS is pursuing this sole source award based on market research demonstrating that only one responsible source can satisfy the agency's requirements.

The primary objective of this BPA is to procure and maintain blood bank analyzer instruments, reagents, controls, and consumables while establishing a comprehensive service and support agreement for the Great Plains Area IHS facilities. The estimated total contract value is below the simplified acquisition threshold, with an anticipated award date of March 15, 2025, and a performance period not exceeding five years or sixty months. While this is a sole source award, the government has not restricted participation; however, only Ortho Clinical Diagnostics Inc meets the stated requirements as the exclusive manufacturer and service provider of the specified equipment. The Special Notice indicates that reagents, controls, and consumables are designed exclusively for use with Ortho Clinical's instruments, creating a sole source justification under FAR 6.302-1. Interested parties may submit comments by the February 19, 2026 deadline, though the contract award appears predetermined based on the sole source determination and market research findings.
