About this opportunity
The Air Force Research Laboratory Enterprise Strategies and Initiatives Contracting Division, Wright-Patterson AFB, Ohio, issued a notice of intent to award a sole-source purchase order to The Acoustical Society of America (ASA) for institutional membership, with responses due by October 23, 2026, at 12:00 p.m. Eastern Time.
711 HPW/RHWS requires ASA membership to enable active voting participation on critical ANSI and ASA standards committees that establish procedures governing USAF functions, including noise characterization, hearing protection, and auditory performance parameters supporting weapons systems including the F-35, F-22, F-16, B-2, and AWACS. ASA, a subsidiary of the American Institute of Physics, is the sole source identified; market research determined no other organization offers the required membership structure and committee voting access. The membership also provides institutional access to the Journal of the Acoustical Society of America and related scientific publications supporting ongoing AFRL scientific efforts.
The requirement covers a five-year term consisting of a one-year base period plus four option years, with annual cost estimated at $15,000. The previous award was valued at $75,000 over five years. Membership must cover participation in six specific ANSI and ASA accredited standards committees and include twice-yearly meetings.
Responsible sources, authorized distributors, and parties wishing to contest the sole-source intent may submit capability statements, quotations, or exceptions addressing the Minimum Requirements Document dated August 5, 2026, to christopher.olp-weakland@us.af.mil by the October 23 deadline. Responses will inform the Government's determination whether to conduct competitive procurement.
Notice text
This requirement is for membership in The Acoustical Society of America (ASA).
NOTICE OF INTENT TO AWARD SINGLE SOURCE: The NAICS Code is 813920 – Professional Organizations. The Air Force Research Laboratory (AFRL) Enterprise Strategies and Initiatives Contracting Division (RMZ), located at Wright-Patterson AFB, Ohio, intends to award a sole source purchase order as authorized by RFO 12.102(a) to The Acoustical Society of America (ASA).
In order to comply with RFO 5.101(c)(4)(vii), the reason for lack of competition is as follows: The Acoustical Society of America (ASA), a subsidiary of the America Institute of Physics, is the only group that offers membership to this organization and enables 711 HPW/RHWS to play an active, voting role in critical standards committees that ultimately determine procedures that must be employed in critical USAF functions. In addition, they are the only group that can provide the appropriate publications to support ongoing scientific efforts in 711 HPW/RHWS. Please see attachment to this notice for additional details.
This Notice of Intent is NOT a request for competitive quotes or proposals. A determination by the Government for the competition of this requirement based upon responses to this notice is solely within the discretion of the Government. All responsible sources or authorized distributors may submit a capability statement that meets all the requirements in the attached Minimum Requirements Document (MRD) dated 05 August 2026, quotation, or exception to the intent to purchase on a sole source basis, which shall be considered by the Government via e-mail to Mr. Christof Olp-Weakland at christopher.olp-weakland@us.af.mil no later than Friday 23 October 2026 at 12:00pm Eastern Time. Only responses received by this date will be considered. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
