About this file
This is a Statement of Work (SOW) for a five-year institutional membership in the Acoustical Society of America (ASA) supporting Air Force Research Laboratory (AFRL) participation in critical standards development activities. The primary objective is to enable 711 HPW/RHWS personnel to serve as voting members on ANSI and ASA standards committees that establish measurement, research, and development guidelines for noise characterization, speech intelligibility evaluation, hearing protection testing, and auditory performance parameters. The membership directly supports multiple Air Force weapons systems including the F-35, F-22, F-16, B-2, and AWACS, as well as Army, Navy, and Marine Corps operations.
The SOW specifies a base year plus four option years, with the previous award valued at $75,000 over five years. Required deliverables include integration of USAF representatives (one primary and one alternate) for each accredited standards committee, training materials for standards development and ANSI committee operations, and institutional access to the Journal of the Acoustical Society of America and related scientific publications. Membership must cover participation in six specific standards committees: TAG TC 108 (Mechanical Vibration), TAG TC 43 (Acoustics), TAG TC 43/SC 1 (Noise), S1 (Accredited Standards Committee on Acoustics), S2 (Accredited Standards Committee on Mechanical Vibration and Shock), S3 (Accredited Standards Committee on Bioacoustics), and S12 (Accredited Standards Committee on Noise). The same membership and publication access requirements apply throughout all option years. Major milestones include twice-yearly meetings for updates and discussions on new and modified standards development.

ANSI/ASA Standards Membership / Brian D. Simpson Auditory Research Statement of Work Project Title: Acoustical Society of America Institutional Membership Document Date: 17 Jul 2026
OBJECTIVE:
User 711 HPW/RHWS requires membership in Acoustical Society of America (ASA) to participate as voting members, on behalf of the USAF, on the American National Standards Institute (ANSI) and ASA standards committees, helping to ensure the requirements of the USAF are met. The membership is required to establish new standards committees that address future needs of the DoD. In addition, membership is required for 711 HPW/RHWS to receive institutional copies of the Journal of the Acoustical Society of America and additional periodical scientific publications so that the USAF may remain current on the most recent scientific and technical breakthroughs. The membership is for base year 1, with four subsequent option years.
SCOPE:
The SOW covers the provision of membership in the standards committees, for participation in several standards working groups associated with the goals of the USAF for ensuring that measurement, research, and development efforts associated with the characterization of noise, evaluation of speech intelligibility, testing of hearing protection, and research concerned with various parameters of auditory performance are conducted in accordance with guidelines that help meet the constraints of the USAF. Major milestones include dissemination and collection of ballots for voting members and regular meetings (2/year) for updates and discussions concerning the development of new standards and/or the modification of existing standards. This effort will take place over the next five years.
BACKGROUND:
The work described in this contract will lead to the development of new, and revision of existing, standards for the measurement and analysis of multiple issues related to the acoustic environments associated with the DoD. These standards (Acoustical Society of America/American National Standards Institute) have supported, and will continue to support, multiple weapons systems including the F-35, F-22, F-16, B-2, AWACS, and multiple communities that use hearing protection and communication systems including AFSOC, ACC, as well as the Army, Navy, and Marine Corps. Recent efforts informed the environmental impact statements associated with the F-35. The previous award was in the amount of $75k over 5 years. No deficient data issues have been identified, and no changes in the market place have taken place.
MINIMUM REQUIREMENTS:
Specific goals include provision of institutional membership in the society and the rights for members of AFRL to attend special standards working group meetings and regular meetings at society conferences, and serve as voting members on multiple standards committees that impact issues relevant to the Air Force, and to participate in the writing and approval of such standards. These standards committees focus on communication and speech intelligibility (particularly in operational environments), measurement of continuous and impulsive noise from a number of military weapons systems, and the evaluation of hearing protection and communication systems. All of these requirements shall be provided by the grantee for the entirety of the membership.
