About this opportunity

The United States Air Force, specifically the AFLCMC/PZIBA at Wright-Patterson AFB, has published a Special Notice announcing its intent to award a sole source contract to the Accreditation Board for Engineering and Technology (ABET). The notice pertains to the evaluation and assessment of the Air Force Institute of Technologies' (AFIT) engineering and applied science academic programs for re-accreditation. The government intends to negotiate with ABET under the authority of FAR 13-106-1(b)(1), resulting in a firm fixed price contract. ABET is the sole proposed source for this procurement, which falls under NAICS Code 611310 with a size standard of $34.5 Million. The contract will involve a team of nine program evaluators from industry and academia who will conduct a comprehensive review of AFIT's academic programs.

The primary objective of this Special Notice is to obtain professional accreditation services for AFIT's graduate engineering programs, with ABET being the only organization capable of providing such national and international program accreditation. Contractors interested in responding must submit capability statements, proposals, or exceptions by 12:00 pm local time on December 11, 2024, to specific email addresses (Candice.Snow@us.af.mil and Curtis.Thomas.4@us.af.mil). All potential contractors must be registered in the System for Award Management (SAM) and must follow strict email communication guidelines, including using the specific subject line "FA8601-25-Q-0018 ABET Annual Maintenance" and limiting attachments to .PDF, .doc, or .xls formats. The period of performance will cover the fiscal year from October 1, 2024, through September 30, 2025, with the contract focused on maintaining AFIT's long-standing ABET accreditation. While this is a sole source notice, the government will consider any submissions received within five days of the notice's publication.

Program evaluators from industry and academic, led by a team chair, will comprise the team of nine people whose task is to perform the evaluation. The Government intends to solicit and negotiate with only one source under the authority of FAR 13-106-1(b)(1) resulting in a firm fixed price contract.

This proposed procurement will be a Sole Source under North American Industry Classification System Code (NAICS) 611310. Size standard is $34.5 Million.

The proposed source is Accreditation Board for Engineering and Technology (ABET), Inc., 415 N Charles St., Baltimore, MD, 21201-4405. This notice of intent is not a request for competitive quotations. However, all responsible sources may submit a capability statement, proposal, quotation or exception to the intent to purchase on a sole source basis, which shall be considered by the Government if received within five (5) days of this notice. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

In order to comply with FAR 5.207(c)(15), the reason for lack of competition is as follows:  ABET is the only organization in the U.S. that accredits engineering and applied science programs at post-secondary institutions.
