About this opportunity
The Indian Health Service, operating under the Department of Health and Human Services, issued a Special Notice on December 10, 2025, announcing its intent to award a sole source, firm fixed-price purchase order for postage services to support the Woodrow Wilson Keeble Memorial Health Care Center located in Sisseton, South Dakota. This notice of intent represents a non-competitive contracting action pursued under FAR 6.302-1, which permits sole source awards when only one responsible source can satisfy agency requirements. The estimated contract value is $30,000, with a 60-day period of performance following the date of award. The contracting action is classified under NAICS code 491110 (Postal Service) and PSC code R613 (Support-Administrative: Post Office).
The primary objective of this purchase order is to replenish postage funds for the Pitney Bowes postage meter at the health care center, ensuring continuity of care by enabling timely delivery of patient mail, prescriptions, and critical medical information to the tribal population served. The sole source justification rests on the fact that only Pitney Bowes can provide compatible postage for the existing postage machine; therefore, no other vendor can fulfill this requirement. Prospective contractors must submit clear and convincing evidence by the December 24, 2025 due date demonstrating that the sole source approach would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder agency standardization objectives. Only Pitney Bowes, as the sole capable vendor, is eligible to respond to this procurement, which addresses the health care center's operational need to maintain essential patient communication services for one of the nation's most economically disadvantaged populations.
Notice text
The Great Plains Area Indian Health Service hereby submits a notice of intent to award a sole source, Firm Fixed-Price, purchase order for Postage that is associated with the Woodrow Wilson Keeble Memorial Health Care Center in Sisseton, SD to provide postage for the Pitney Bowes postage machine. Without postage, patients will not be able to receive mail, prescriptions, and other critical medical information regarding their personal healthcare. The tribal population demographics show one of the highest poverty levels in the United States. The vendor must be able to provide postage to help ensure the health clinic can provide continuity of care and coordination of care for IHS patients. Only one source is capable of providing this postage due to the postage machine being from Pitney Bowes, therefore the postage needed to operate it must also come from Pitney Bowes. The period of performance will be for sixty (60) days from the Date of Award. The acquisition is to provide postage for the Woodrow Wilson Keeble Memorial Health Care Center in Sisseton, SD.
