About this opportunity
The Department of Agriculture's Animal and Plant Health Inspection Service (USDA APHIS) has issued a Special Notice announcing its intent to award a sole source, firm-fixed-price, 5-year Indefinite-Delivery Indefinite-Quantity (IDIQ) contract for the procurement of Geranyl Acetol Lures. These lures are the male-produced sex pheromone emitted by certain species of beetles that are considered serious exotic plant pests threatening U.S. agriculture.
The purpose of this requirement is to equip program personnel with the necessary tools to effectively detect, monitor, and manage introduced pest infestations. The lures are a critical component in early detection efforts, which can significantly reduce the costs of eradication programs and increase their likelihood of success. Responses to this notice must demonstrate clear and convincing evidence that competition would not be advantageous, cost or time prohibitive, or hinder the mission objective. The government is seeking this information to determine whether to conduct a competitive procurement. Interested parties must submit any questions or comments to the Contracting Officer by the due date of May 17, 2024.

NOTICE OF INTENT TO AWARD SOLE SOURCE
Purchase of Geranyl Acetol Lure
Announcement No.: 12639524Q0170
The Government hereby submits a notice of intent to award a sole source firm fixed price 5-year IDIQ Contract Geranyl Acetol Lures. All cost to include but not limit to: overhead, general and administrative, profit, insurance, and transportation.
CONTRACTOR PERFORMANCE REQUIREMENTS
The geranyl acetol lure is the male-produced sex pheromone emitted by Tetropium fuscum (F.) and Tetropium cinnamopterum (Coleoptera: Cerambycidae) (Silk and Sweeney, 2007; Silk et al., 2007).
Insect attractants are sensitive detectors of insect populations at the group, genus, or species level, depending on the type of attractant. Attractants allow for detection and monitoring of non-indigenous insect pests and aid in a variety of control strategies. Forest pests are some of the most serious exotic plant pests threatening United States agriculture. If not detected, monitored, and managed in the early stages of a new infestation, these pests can cause tremendous damage. The cost of eradication could be in the millions of dollars.
The requested supplies are needed to equip program personnel to detect and monitor exotic pest infestations. The lures are a primary tool used to detect the initial infestation, delimit the extent of the infestation, and manage introduced pest populations. Without these lure dispensers, detecting and defining the infestation might not be possible. Early detection can reduce the costs of an eradication program and make it more likely to succeed, potentially saving the USDA, the States, and cooperators millions of dollars.
The period of performance for this effort will be a 1 base year plus 4 option year periods.
