About this file
This document is a Limited Source/Brand Name Justification under FAR 13.106-1(b)(1) for the purchase of 2,000 Geranyl Acetol Lures. The USDA APHIS is the contracting agency, and the sole source vendor is Sylvar Technologies Inc., the only company authorized to manufacture and sell this specialized pheromone lure in North America. The lures are required to detect and monitor exotic forest pests, as early detection is critical to minimizing eradication costs. The total estimated cost is $30,450, including shipping. The justification indicates that Sylvar Technologies holds the relevant patent and no other vendors can provide an equivalent product to meet the agency's needs.
The related federal contract opportunity is a Special Notice announcing the USDA APHIS's intent to award a sole source, firm-fixed-price, 5-year IDIQ contract for Geranyl Acetol Lures. The lures are needed to equip program personnel to detect and monitor exotic pest infestations, as they are a primary tool for detecting, delimiting, and managing introduced pests. The government is seeking clear and convincing evidence that competition would not be advantageous, cost or time prohibitive, or hinder the mission objective.

2. Description of supply or service required to meet the agency’s needs.
Firm Fixed Priced Purchase Order for 2,000 Geranyl Acetol Lures All cost to include but not limit to: overhead, general and administrative, profit, insurance, and transportation.
The geranyl acetol lure is the male-produced sex pheromone emitted by Tetropium fuscum (F.) and Tetropium cinnamopterum (Coleoptera: Cerambycidae) (Silk and Sweeney, 2007; Silk et al., 2007).
Insect attractants are sensitive detectors of insect populations at the group, genus, or species level, depending on the type of attractant. Attractants allow for detection and monitoring of non-indigenous insect pests and aid in a variety of control strategies. Forest pests are some of the most serious exotic plant pests threatening United States agriculture. If not detected, monitored, and managed in the early stages of a new infestation, these pests can cause tremendous damage. The cost of eradication could be in the millions of dollars.
The requested supplies are needed to equip program personnel to detect and monitor exotic pest infestations. The lures are a primary tool used to detect the initial infestation, delimit the extent of the infestation, and manage introduced pest populations. Without these lure dispensers, detecting and defining the infestation might not be possible. Early detection can reduce the costs of an eradication program and make it more likely to succeed, potentially saving the USDA, the States, and cooperators millions of dollars.
