About this opportunity

The U.S. Department of Transportation Federal Highway Administration issued a sole-source notice of intent on October 6, 2026, to award a single-award Indefinite-Delivery Indefinite-Quantity contract to The Open Mobility Foundation for Intelligent Transportation Systems multimodal standards development, maintenance, and related activities, with responses due by October 21, 2026, at 2:00 PM Eastern Time.

The Government justifies sole-source award under FAR 6.103-1 and 6.103-3, citing OMF as the only responsible source with the required capabilities to develop and maintain the Mobility Data Specification and Curb Data Specification—consensus-based multimodal standards adopted in more than 1,200 cities worldwide. The contract supports the USDOT Office of the Assistant Secretary for Research and Technology Intelligent Transportation Systems Joint Program Office and encompasses systems engineering development, research, testing, maintenance, and stakeholder engagement activities.

The IDIQ contract structure includes a 60-month ordering period with both Firm-Fixed-Price and Time-and-Materials or Labor-Hour task order options. The minimum guarantee is $25,000 and the maximum ceiling is $9,800,000, inclusive of labor, travel, and materials.

Responsible sources that believe they can provide multi-disciplinary research, systems engineering, and open consensus-based multimodal ITS standards development and maintenance capabilities without severe mission disruption or organizational conflicts of interest may submit capability statements by the October 21 deadline to malik.arnold@dot.gov. The Government reserves the right to conduct a competitive procurement based on responses received.
