The contract encompasses systems engineering development, research, testing, maintenance, and stakeholder engagement activities focused on developing, maintaining, and updating non-proprietary, consensus-based multimodal ITS standards, specifications, and data structures, as well as supporting nationwide deployment and adoption of multimodal ITS technologies through testing, validation, reference implementations, and stakeholder engagement.

The IDIQ contract features a single-award structure with both Firm-Fixed-Price (FFP) and Time-and-Materials (T&M)/Labor-Hour task order options. The ordering period is 60 months (5 years) from the effective date of award, with a minimum guarantee of $25,000 and a maximum ceiling of $9,800,000 inclusive of labor, travel, and materials. Although this is not a competitive solicitation, responsible sources believing they can provide the required multi-disciplinary research, systems engineering, and open consensus-based multimodal ITS standards development and maintenance capabilities without severe mission disruption or organizational conflicts of interest may submit capability statements by October 21, 2026, at 2:00 PM Eastern Time to malik.arnold@dot.gov.
