About this opportunity
The U.S. Department of Labor's Employment and Training Administration, Office of Apprenticeship is soliciting proposals (RFP 1605C2-26-R-00003) for a contractor to advance artificial intelligence skills development through registered apprenticeship programs. The procurement seeks services across three primary goals: increasing AI literacy across all registered apprenticeship industries, expanding apprenticeship programs in AI-centric occupations (those directly using, building, or managing AI), and developing apprenticeship programs in AI infrastructure occupations. Key contract requirements include publishing five reports on AI integration in registered apprenticeships, developing an AI literacy framework, conducting one national convening event, providing subject matter expertise to vetting a minimum of 25 apprenticeable occupation requests annually, and performing comprehensive outreach and recruitment activities. Proposals will be evaluated using three factors with technical approach (understanding of requirements, corporate experience, and key personnel) weighted as significantly more important than price, past performance on similar contracts within the last four years, and pricing, with award made to the proposal offering best overall value. The deadline for submission is April 17, 2026 at 3:00 PM ET, with questions due by March 27, 2026 at 12:00 PM ET and Q&A responses provided by April 3, 2026.
This is an unrestricted procurement with no set-aside designation. The contract will be awarded as a firm-fixed-price agreement for one 12-month base period plus four optional 12-month periods, running from June 1, 2026 through May 31, 2031, with a base period budget of $185,000 in other direct costs escalating to $208,219.13 by the fourth option period. The contractor must maintain active registration in the System for Award Management and possess NAICS code 611513 at the time of award, with the prime contractor required to perform at least 51 percent of the work. Key personnel requirements include a Project Director, Project Manager, and Senior Subject Matter Expert, each requiring a minimum of eight years of experience or ten years of relevant experience without a degree, with resumes due within 30 days of award. Performance will be conducted remotely with travel required, and the Government will provide necessary access to ETA systems including Salesforce and RAPIDS while retaining unlimited intellectual property rights in all contract-developed materials.
