About this opportunity
The Naval Air Warfare Center Weapons Division at China Lake, California seeks development, fielding, and sustainment of Intelligence Exploitation and Targeting Systems (IETS) systems and prototypes through an Indefinite Delivery Indefinite Quantity Multiple Award Contract on a full and open competitive basis, with proposals due October 19, 2026.
This is a follow-on effort to IDIQ contracts N6893621D-0016 through -0018. The requirement focuses on continued delivery and fielding of IETS based on or derived from the Common Geo-Positioning (CGS) software package and related hardware components deployed in the Distributed Common Ground System Navy (DCGS) family of programs. Place of performance is China Lake, California.
Offerors must demonstrate technical capability in systems engineering analysis, software design and product reviews, software and system development/integration/testing, training documentation, photogrammetric algorithm development, and time-sensitive targeting systems integration. Offerors must possess experience with TS/SCI security clearances and be prepared for extensive CONUS and OCONUS travel. Contractors must be certified through Defense Logistics Information Services (DLIS) to access Controlled Unclassified Information (CUI) and export-controlled information; access is limited to a single Data Custodian POC per CAGE code, approved by the Defense Logistics Agency, with DD 2345 approval required prior to CUI access in SAM.gov.
Past performance evaluation requires minimum contract values of $40 million total or $10 million annually, with minimum labor hours of 200,000 and/or material value of $5 million. For IDIQ contracts with Delivery Orders or Task Orders, offerors must submit separate references for each order with identified dollar values and periods of performance; evaluation is based on actual awarded and performed task/delivery order values, not underlying IDIQ ceiling values.
The Government intends to award to all qualifying offerors whose proposals receive "Acceptable" technical rating and "Satisfactory Confidence" or higher on past performance. Cost or price will not be evaluated at basic award. NAICS code is 541715; PSC code is AC13. All submissions must be received through the Procurement Integrated Enterprise Environment (PIEE) Solicitation Module. Questions are due 1:00 PM Pacific Time on the 7th calendar day after amendment issuance, submitted to contract specialists Aretha Y. Jones (aretha.y.jones.civ@us.navy.mil) or Luke S. Kelley (luke.s.kelley.civ@us.navy.mil) using Attachment L-4 RFP Questions Form.
