About this file

This is a Questions and Answers document responding to industry inquiries regarding the Intelligence Exploitation and Targeting Systems (IETS) RFP (Solicitation N6893624R0005). The document addresses nine questions raised by potential offerors concerning proposal submission requirements, past performance evaluation criteria, page limits, and attachment availability. Key clarifications include: (1) Model Contract Documents must be provided as both a separate electronic file and within Volume 4 Contract Administration; (2) references to undefined attributes in the Past Performance Information Form do not appear in the issued solicitation and offerors should complete attachments per stated instructions; (3) the Volume 2 "Understanding of the Work" section page limit remains at 20 pages; (4) for IDIQ contracts with Delivery Orders or Task Orders, offerors must submit separate references for each order with identified dollar values and periods of performance rather than references to basic contracts; and (5) past performance magnitude will be evaluated based on actual awarded and performed task/delivery order values, not underlying IDIQ ceiling values.

The document confirms that Amendment 0001 incorporated the previously missing Technical Challenge questions from Attachment L-1, and the proposal response deadline was extended to 19 October 2026 to allow adequate preparation time while maintaining the original RFP duration. The Volume 3 Past Performance submission deadline automatically aligns seven calendar days prior to the revised proposal deadline. Additionally, clarification was provided that Attachment 5 represents the Q&A document and that attachment numbering was updated throughout Amendment 0001 to match RFP references in the PIEE Solicitation Module and SAM.gov.

Section L, Attachment L-2
Solicitation #: N6893624R0005 RFP Questions and Responses
Item No.Page No.SectionPara No.Quote from SolicitationQuestionResponse
164Section L, Part B, Volume 4 Contract Administration, "Model Contract Documents"; Section L, Proposal ContentModel Contract Documents: Documents such as Specification(s), PWS, SOW, etc. that are provided for evaluation of the Technical Factor should be referred to here and provided only once. The final document from the Technical Volume will be used when a model contract needs to be established vice creating a new document. The model contract documents should be provided as a separate electronic file and as a separate section in this volume.Section L, Part B, Volume 4 Contract Administration instructs Offerors to provide Model Contract Documents both "as a separate electronic file" and "as a separate section in this volume." However, the proposal volume and attachment tables in Section L do not identify a separate Model Contract Documents file as a required proposal deliverable. Please clarify whether Offerors are required to submit an additional standalone file containing the Model Contract Documents, separate from Volume 4 Contract Administration, and if so, please provide the required file name and any page-limit requirements.The following information is provided in section L Volume 4 Contract Administration (f)....The model contract documents should be provided as a separate electronic file and as a separate section in this volume. The Offeror shall provide the following documents within this section:

(1) Original signed SF33 (Solicitation, Offer, and Award) cover page of the solicitation and a signed SF30 cover page of each amendment (as applicable) with all applicable Blocks completed and acknowledgement of receipt of each amendment (as applicable) to this solicitation.

The SF-33 Block 12 "fill-in" (proposal validity date) shall be completed IAW Section A (Solicitation/Contract Form);

(2) Signed Representations, Certifications, and Acknowledgements or System for Award Management (SAM) reference;

(3) A complete copy of all FAR, DFARS, NAVAIR, and special clauses and provisions requiring contractor fill-ins and

(4) Section H (including any other proposed clauses). All Offeror proposed H Clauses, or other contract additions, in full text, if applicable.

If an Offeror proposes to perform work above or not included in this solicitation (e.g., including, but not limited to, an aspect of a proposal that the Offeror believes the Government should evaluate as a strength), the Offeror must include contractually binding additions for the contract award document. These additions may be H clauses, additions to the PBSOW, additions to the CDRLs (if data is to be delivered), or other additions. For the H clause, it must state as a minimum: a) the Offeror's performance responsibilities; b) the performance periods, including delivery dates, if applicable; and, c) the financial responsibilities and liabilities of the Offeror. The Offeror's proposal should include information regarding any Government performance and financial responsibilities incurred as a result of any proposed H clause or other proposed additions for the contract award document.

2 Section L, Volume 3 Past Performance, Relevant Contract Data; Attachment L-2 Past Performance Information Form, Item 13, subparagraphs a, b, and n. Past Performance Information Form Attachment L-2, Item 13 requires Offerors to identify PWS/SOW paragraphs associated with "Attribute a," "Attribute b," and "Attribute n." However, the solicitation and associated attachments do not appear to define these attributes or identify where they may be found. Please clarify and define each attribute referenced in Item 13, or identify the specific solicitation section, attachment, table, or evaluation criteria where these attributes are described. Additionally, please confirm the intended methodology for mapping referenced contract PWS/SOW paragraphs to the attributes so that Offerors can consistently and accurately demonstrate the relevance of their past performance contract references. The Government reviewed Attachment L-2, Past Performance Information Form, and the solicitation. The referenced "Item 13" and the terms "Attribute a," "Attribute b," and "Attribute n" do not appear in the issued Attachment L-2 or elsewhere in the solicitation.

Accordingly, no clarification or mapping methodology is applicable to Attachment L-2 as issued. Offerors should complete Attachment L-2 in accordance with its stated fields and comply with the Volume 3 past-performance instructions in this solicitation. In Accordance with Section L Volume 3, For each contract identified for past performance , the Offeror shall complete Attachment L-2 (Past Performance Information Form), according to the instructions within the attachment and submit it within this section and as a separate electronic file. All detailed information and comparative analysis of the past performance contract references to this solicitation's requirements shall be provided in Volume 3 (Past Performance), of the Offeror's proposal.

355Section L, Part A, Paragraph 2.1.6, Table L-1, “Proposal Structure,” Volume 2 – UnderstandingTable L-1 limits the Volume 2 “Understanding of the Work” section to 20 pages. Section L, Part B, Paragraph 2.1 requires offerors to demonstrate their understanding of the work and capability to perform the SOW tasking through detailed procedures and methodologies for accomplishing each SOW task, including identification and mitigation of performance risks. To enable offerors to provide the Government a more complete, detailed, and high-quality response that fully addresses the breadth and complexity of these requirements, will the Government revise Table L-1 to increase the page limit for the “Understanding of the Work” section from 20 pages to 30 pages?Limit response to 20 pages.
460 and 61Section L, Part B, “Volume 3 – Past Performance,” Section L, Part B, “Relevant Contract Data,”Paragraph 3 and 3.2Past Performance Delivery Orders and Task OrdersSection L, Part B, paragraph 3 instructs Offerors to provide in Annex A the complete final SOW/PWS or other supporting documentation for each contract or delivery/task-order reference identified and, for references containing delivery/task orders, to additionally provide the work description for each specific order. Paragraph 3.2 further directs Offerors not to provide a reference to the basic contract and to submit a separate contract reference for each delivery order (DO) or task order (TO), unless multiple orders are the same work effort and covered by the same CPARS. Please clarify whether Offerors must submit the complete final SOW/PWS for each DO/TO identified in Volume 3, or whether Offerors should submit only the complete final SOW/PWS for the underlying IDIQ contract together with the applicable work description for each referenced DO/TO.In accordance with section L Part B paragraph 3.2, If a contract has Delivery Orders (D.O.s)/Task Orders (T.O.s), provide a separate contract reference and separate Attachment L-2 for each D.O/T.O.

The Offeror may use one reference number/tab for multiple D.O.s/T.Os if they are the same work effort and performed under the same CPAR;however, identify the dollar amount and period of performance for each. Do not provide a contract reference to the basic contract. In accordance with Section L volume 3, In Annex A (Final Versions of Previous Statement of Work (SOW)/Performance Work Statement (PWS)/Other Supporting Documentation for Past Performance), the Offeror shall provide electronic copies of the complete final versions of the SOW/PWS or other supporting solicitation/contract documentation from each contract or delivery/task order reference identified. Annex A should only be provided in electronic format and should not be provided in paper copy. For contract references that contain delivery/task orders, additionally provide the work description for each specific delivery/task order. Where multiple task/delivery orders represent the same or substantially similar work effort and were performed under the same CPARS assessment, offerors may submit those orders as one reference, provided the offeror separately identifies the dollar value and period of performance for each order. For such a reference, the Government may consider the cumulative value of the identified orders in assessing magnitude. For contract references where the Offeror performed as a subcontractor, the Offeror shall also provide a complete electronic copy of the SOW/PWS or other documentation of the agreement between the prime and subcontractor that clearly defines the portions of the work effort of the Prime's SOW/PWS that the Offeror performed as a subcontractor.

5 73 Section M, Part B Past Performance Section M establishes a Magnitude criterion of a “minimum contract total value of $40,000,000 and/or minimum annual contract value of $10,000,000.” Section L, however, instructs offerors not to submit the basic IDIQ contract as a past performance reference and instead requires separate references for the applicable delivery/task orders, with the dollar value and period of performance identified for each order. Please confirm whether the $40,000,000 “minimum contract total value” refers to the ceiling value of the underlying IDIQ contract, rather than the cumulative value of delivery/task orders actually awarded and performed by the referenced contractor. If the criterion is intended to reflect awarded and performed work, the $40,000,000 threshold does not appear representative of the magnitude historically available under the incumbent IETS vehicle and may unnecessarily limit competition by excluding otherwise highly relevant efforts. Accordingly, will the Government revise the magnitude criterion to either 1) revise the $40,000,000 to reflect a maximum IDIQ ceiling value or 2)evaluate actual awarded/performed value at the delivery/task-order level and reduce the minimum threshold to a level consistent with the historical ordering profile of the IETS program?” For past-performance references performed under an IDIQ contract, offerors shall not submit the basic IDIQ contract as a reference. Instead, offerors shall identify the applicable task order(s) or delivery order(s), including the dollar value and period of performance for each order, consistent with Section L. The Government will evaluate magnitude based on the actual value of the submitted and performed task/delivery order effort(s) and will not use the maximum ceiling value of the underlying IDIQ contract as the value of a past-performance reference.

Amendment 0002 section M, page 26 clarifies the applicable magnitude standard and ensure it is reasonably aligned with the scope, magnitude, and complexity of the requirement.

641, 60, 59Section L, Part BParagraph 2.4Technical ChallengeSection L, Part B, paragraph 2.4 requires Offerors to submit a Technical Challenge Report responding to the Technical Challenge questions in Attachment L-1. Section J identifies Attachment L-1 as “Technical Challenge”; however, the Attachment L-1 file containing the Technical Challenge questions does not appear to be included with the solicitation documents. Please identify where Offerors may access or download the file containing the Technical Challenge questions.Attachments were updated in Amendment 0001 to match the numbering in the RFP, and was updated accordingly in SAM.gov and the PIEE Solicitation Module.
71, 41, 53, 56, 60SF 33, Block 9, Section L, Part A, Section L, Part B, Section J,paragraph 2.1, paragraph 4.1Proposal Due Dates, Attachment L-1 Technical ChallengeSF 33, Block 9 establishes 26 September 2026 at 1:00 p.m. local time as the proposal due date. Section L, Part A, paragraphs 2.1 and 4.1 require Volume 3, Past Performance, to be submitted seven days before that date, while Section L, Part B, paragraph 2.4 requires a Technical Challenge Report responding to the questions in Attachment L-1. Although Section J lists Attachment L-1, the Technical Challenge questions do not appear to be included with the solicitation documents. To provide Offerors adequate time to review the forthcoming Technical Challenge questions and prepare complete, compliant proposals, will the Government issue Attachment L-1 and extend the proposal due date by at least 14 calendar days from the date the complete Technical Challenge questions are posted? Please also confirm that the Volume 3 Past Performance due date will automatically move to seven calendar days before the revised proposal due date.Amendment 0001 incorporated the Technical Challenge questions. The proposal response deadline will be updated to 19 October 2026 to maintain the original intended duration of the RFP period.
854-55, 60Section L, Part A, Table L-1, “Proposal Structure,” Section L, Part B, “Understanding of the Work,”paragraph 2.1.6,Page Limit IncreaseTable L-1 limits the Volume 2 “Understanding of the Work” section to 20 pages.
