About this opportunity

The U.S. Army Contracting Command-Detroit Arsenal (ACC-DTA) and U.S. Army Intelligence and Security Command (INSCOM) are seeking a contractor to provide Intelligence and Automation Operations support services under NAICS Code 541519 (Other Computer Related Services) and PSC Code R423 (Support-Professional: Intelligence). The contractor will deliver comprehensive operational intelligence integration and data-centric support to the Data Capabilities Division across five task areas including cross-domain solutions, data management, operations support, access management, and information technology support. Key requirements include maintaining personnel with TOP SECRET/SCI clearances with Special Background Investigation and counterintelligence polygraph examination capability, with all work performed at secured facilities such as Fort Belvoir, VA, Fort Eisenhower, GA, Fort Liberty, NC, and other intelligence command locations. The evaluation will be based primarily on the Staffing Plan (significantly more important than cost), which assesses the offeror's process and risk for recruiting, vetting, retaining, and staffing four key positions with specified minimum qualifications and technical certifications, followed by evaluation of total evaluated price, price reasonableness, and pricing balance. This presolicitation closes on January 30, 2026, at 9:00 AM EST, with interested parties invited to submit clarifying questions or concerns regarding the draft solicitation and Performance Work Statement limited to three pages in Times New Roman font, 10 pitch or larger, to Christina.l.cano-dickey.civ@army.mil.

This opportunity is designated as a Total Small Business set-aside with no incumbent contractor identified in the presolicitation materials. The contract structure consists of a 12-month base period (May 24, 2026 through May 23, 2027) plus four one-year option periods and a FAR 52.217-8 ordering period extending through December 31, 2031, requiring a total of 44.75 Full-Time Equivalents (FTEs) and 85,562 hours per year during the base year and option periods. The Government Format Pricing Model specifies firm fixed-price with level-of-effort and cost-reimbursable line items for Other Direct Costs, with government-provided plug numbers of $100,000 annually for travel and $35,000 annually for materials, resulting in a total evaluated price of $742,500 for the base year plus all option periods combined. Contractor personnel must be capable of obtaining and maintaining access to Sensitive Compartmental Information, Restricted Data, and National Intelligence Information across multiple classified networks including JWICS, SIPRNET, and CENTRIXS-KOREA, with performance standards requiring 100% compliance on critical functions including zero Unauthorized Disclosure violations and 99% system availability. The contractor must also deliver 23 Contract Data Requirements List items including monthly financial status reports, quarterly Standard Operating Procedures, training curricula, and operational metrics throughout the performance period.
