About this opportunity

Summary of Intelligence and Automation Operations Federal Contract Opportunity

The Department of the Army Materiel Command Contracting Command Detroit Arsenal (ACC Warren) has issued a Notice of Intent to Bundle Requirements for the Intelligence and Automation Operations (IAO) contract, posted on March 4, 2026. This acquisition consolidates two previously separate task orders: Task Order No. W50NH9-22-F-0012 under Contract No. HHM402-19-D-0021 and Task Order No. W50NH9-24-F-0084 under Contract No. W52P1J-18-D-A095, which were historically awarded to large business concerns.

The consolidated requirement will be issued as a 100 percent small business set-aside, representing a strategic shift to increase small business participation compared to the predecessor awards. The contract will support intelligence mission requirements for Headquarters Department of Army, Office of the Deputy Chief of Staff G2, Directorate of Military Intelligence-Information Technology, Data Capabilities Division, located at Fort Belvoir. The estimated total contract value is $34 million if all options are exercised, utilizing NAICS code 541519 (All Other Professional, Scientific, and Technical Services).

The contract structure includes a 12-month base period, four 12-month option periods, and an optional six-month extension. The acquisition will be conducted under FAR Part 15 (Contracting by Negotiation) on a Firm Fixed Price Level of Effort basis. The Army's justification for consolidation emphasizes significant cost savings through workforce optimization, projected to reduce cumulative Contract Manning Equivalents by approximately 30 percent, generating estimated five-year lifecycle savings in the millions of dollars. Additional benefits include enhanced mission quality through unified contractor accountability, reduced administrative burden, and elimination of duplicate acquisition cycles. Market research confirmed the availability of responsible small business concerns capable of performing the consolidated requirement. A Determination and Findings supporting this consolidation has been approved by the Senior Contracting Official John D. Jolokai as of January 30, 2026, in accordance with Federal Acquisition Regulation FAR 7.107-2.

Notice text

This requirement consolidates services currently performed under Task Order No. W50NH9-22-F-0012 issued under Contract No. HHM402-19-D-0021 and Task Order No. W50NH9-24-F-0084 issued under Contract No. W52P1J-18-D-A095. The predecessor task orders were awarded separately to large business concerns and support related intelligence mission requirements.

The Government has determined that consolidating these requirements into a single acquisition will improve operational efficiency, enhance integration of services, reduce administrative duplication, and improve mission effectiveness. The consolidated requirement encompasses substantially similar and interrelated support services previously performed under the separate task orders.

The new acquisition will be issued as a 100 percent small business set-aside. This strategy increases small business participation as compared to the predecessor awards and aligns with agency small business objectives. Market research confirmed the availability of responsible small business concerns capable of performing the consolidated requirement.

A Determination and Findings supporting this consolidation, prepared in accordance with Federal Acquisition Regulation FAR 7.107-2, is attached to this notice.

Awarded contract HHM402-19-D-0021 to unknown vendor for unknown amount on 2021-12-22.
