About this opportunity

The Defense Logistics Agency Land and Maritime seeks eight units each of two INTEGRO brand preheat system components (INTEGRO PREHEAT SHU Preheat Controller, Part Number 11705-01, and INTEGRO Power Stream 4MJ20 Main Power Streamer, Part Number 11941) for delivery to Pearl Harbor Naval Shipyard by August 24, 2026, with proposals due August 3. The procurement is a Women-Owned Small Business set-aside, though the government has issued a sole-source justification based on brand-name requirement and technical compatibility.

Place of performance is Pearl Harbor Naval Shipyard IMF (DoDAAC N32253). The NAICS code is 335311, Power, Distribution, and Specialty Transformer Manufacturing; PSC is 6120, Transformers: Distribution And Power Station.

The sole-source justification rests on interoperability: the INTEGRO controllers and power streamers are engineered as a closed-loop system designed to interface with the shipyard's existing INTEGRO strip heaters and ceramic pad elements. Competing manufacturers employ proprietary cam-lock connectors, incompatible voltage distribution curves, and different thermocouple control software, rendering their controllers unable to communicate with or regulate the existing INTEGRO heating elements. Unauthorized modifications to third-party power streamers through cutting and splicing high-voltage connections pose risks including catastrophic electrical shorts, localized overheating that can damage naval welds, and electrocution hazards.

Quotations must be firm-fixed price, including all materials, labor, packaging, and delivery costs. Offerors must provide Original Equipment Manufacturer identification, brand name, manufacturer part number, and country of origin. Quotations will be evaluated on technical acceptability and delivery, with price as a secondary factor. Materials are classified QA-4 with a seven-day acceptance timeframe. Electronic payment is via Wide Area WorkFlow. Contact: Wongduean Guajardo, 808-473-8000, or wongduean.a.guajardo.civ@us.navy.mil. The estimated cost is $70,560.
